The host nation, The Bresdennian Realm, has noticed a need for the nations of the world to come on one accord to help end world hunger, poverty, AIDS, thirst, and to provide relief to the diaster victims, the homeless and neglected, curb blood droughts, wars and violence, and provide medical aide. So the Bresdennian Realm has formed the International Red Cross & Peace Corp of Nationstates, Inc (IRCPC) and built it's world headquarters, 2 Princess Renee Terrace, St. Corlo, Bresdenn, BR 10105. As the founder nation we have commissioned Dr. Andrew Vincent Wyler, M.D, former Dean of the School of Medicine, University of Bresdenn, to serve the first term as the Director- General. The first 12 other nations to join will have represenatives that form the Executive Board of Directors. We are seeking ambassadors of other nations to fill vacant positions. We ask that you send ambassadors, volunteers and skilled personnel,and donations-monetary, human, resources to be used for the relief of the world. To the esteemed Dr. Wyler,
After some conferencing with General Menendez and an overall appraisal of the security/military situation of the IRCPC, we have come to several conclusions regarding what we believe to be the optimal security and military structures for this organization.

In terms of security, we believe there will be two crucial security factors: how our donated resources will be secured, and how IRCPC operations will be defended and safeguarded from attack. As such, we propose that a number of secure depots - not unlike National Guard armories, or the equivalent - be stationed in volunteer countries. These facilities will be under the eye of local security and police forces, and will be sited so as to provide maximum access to local highways, railways, ports, and airfields, so as to minimize the amount of time between dispatching the resources and their arrival at the necessary crisis zone.

As to the second security factor, we believe that responsibility must be shared between the Security Forces and the Armed Forces. It is the opinion of General Menendez that the best disposition to that effect would be to have the bulk of our soldiers formed into defensive garrisons around potential crisis zones - essentially serving as static defense troops, meant to man the perimeter of villages and towns, protect farms, hospitals, and other crucial resources, and guarantee the safety of the IRCPC and the people they are aiding.

On the other side of the coin, we believe the elite of our troops - the best, most-trained, and well-equipped - should form our offensive forces, or our "army", essentially. These men will be responsible for offensive action and offensive strikes against the opposing forces, while our defensive garrison holds down the fort. These men should also be given the bulk of the military air and naval forces we possess, so as to hopefully destroy any opposing forces before they even come into contact with the defensive garrisons. Together, we will essentially have the defensive security garrisons forming a shield, protecting and securing locations, while the offensive force goes out to eliminate enemy opposition.

All of these plans are, of course, open to amendment and discussion.

I have reviewed the memo and I have several suggestions. Although, I am happy with the direct layout of your plan, I have several concerns. We currently have about 50,000 combined army, naval and air force personnel. We are deeply understaffed and have few supplies. I need to know how can we organize effecient regiments size and positions /ranks within. Also, I am charging Gen. Menendez to actively recruit soilders and weaponry from volunteer nations- wether apart of the IRCPC or not. It is your job to find nations that will host an non-aggressive military base. To Director Tyler, I wish to place you as acting Advisor of Security & IRCPC Armed Protective Forces Recruitment until more members are recruited for the Executive Board. In addition, would you please help me find nations to join so that progression can continue. Do keep regular correspondence as I am actively monitoring the development of the IRCPC.
