High Hats is a seastead that is primarily a massive casino, complete with what one may expect from a casino, as well as some other unconventional traits. Housing portions also exist, and the entire structure is controlled by the High Hats corporation, of which all employees/citizens are granted stock. There is also a massive mall where other minor business conduct business and offer services.
