Development of the Q39 Nota'man (Devil) tank destroyer began after the second border war with Beautancus in 1986. It replaced the ageing Q34 armored car in service with the Haruspex Border Defense Force. Production of this armored vehicle began in 1989. Around 5,240 of these tank destroyers have been built.

The main objective was to develop a well armored vehicle, capable of operating far away from supply bases. It's armament was capable of defeating tanks of all types, that were in service with neighboring countries. The main role for the Q39 Nota'man (Devil) tank destroyer is combat reconnaissance. It's secondary role is combat support and anti-guerilla operations. Vehicle was used for deep penetration missions across the border.

Front armor of the Q39 Nota'man (Devil) provides protection against 23-mm armor-piercing rounds. All-round protection is against small-arms fire and artillery shell splinters. Hull floor has increased protection against mine blasts. Armor can withstand the blast of a TM46 anti-tank mine, providing full protection to the four-man crew inside. Third, to combat 24mm ammunition, the Nota'man provides ballistic protection over its frontal arc. It won’t be mistaken for a tank anytime soon, but it does provide decent defense against the ever-present threat of improvised explosive devices (IEDs).

To protect itself further, the Q39 Nota'man (Devil) fields two 81mm smoke grenade launchers. The grenades allow the Nota'man to form a dense protective smoke screen when needed.

The Q39 Nota'man (Devil) is fitted with a fully-stabilized HIA 105-mm main gun. Despite it's relatively small caliber this gun penetrates front armor of the most widespread tanks of that region (various NS clones of T-54, T-55 and T-62 series vehicles) at a range of 1500 meters. Vehicle is fitted with a modern fire control system. The Q39 Nota'man (Devil) tank destroyer has a good fire accuracy at a range of 1000 meters in day or night conditions and while firing on the move.

Secondary armament consists of one K1-B 12.7mm HMG on remote turret mounted coaxially with the main gun and a GLM-01 5.62x54mm LMG on top of the turret roof.

The Q39 Nota'man (Devil) is powered by an HVRL V10 diesel engine, developing 563 horsepower. Engine is located at the rear. This fire support vehicle is fitted with a central tyre inflation system. It's 8x8 configuration allows to maintain mobility after the loss of any wheel. Vehicle is also equipped with run-flat inserts which allow mobility after the loss of pressure in all wheels. This tank destroyer is not amphibious.
