Do I have an obligation to be Modern

I have always thought as my nation as an underdeveloped nation. With low technology and a small country. But one day I saw the list of the largest nations and saw that I was about 3,000th (Out of 50,000, thats the top 6%) in the world. I have a population of about 4 billion. Also most storefronts call underdeveloped around 500,000,000 or less. So, for RP reasons, do I have an obligation to act my size? Should I act like a semi-modern nation when I do role-play forums, because it is more realistic. Or do you think that, with my population, it is very possible to be underdevelopment to the point of having almost no computers.

In general, in the eyes of people who care about such things you're allowed to RP up to your nation's stats and no higher, but it's perfectly permissible to RP something lower. For instance, there are loads of people who RP a fixed population comparable to a real-world nation when the game gives them a population in the shiz-zillions.
