Which is all well and good, but you have to remember that "blocker" resolutions do have to do something other than just block. For example, the Nuclear Arms Possession Act's primary purpose is to prevent the WA from banning its members from possession nuclear weapons, but to insure its legality I threw in a clause forcing nations choosing to possess nukes to keep them secure.

If all resolutions were written in that context, then all would be good. Unfortunately, I fear that it isn't ALWAYS the case.
