DRAFT: Universal Technology Act

This is just a draft and I'm looking for some comments and advice. I wrote this because Greckan Tribes tg me about a rp he might do where is nation has a big disease outbreak and his nation was developing a technology and had just finished it when a spy took the technology and patented it and they couldn't afford to buy it and had to just let it end. Hope you like it and also I don't know what area of affect to put it in.

ACKNOWLEDGING the developing nations who lack technology for healthcare and safe travel (airport security and border checkpoints, etc.).

CREATES the International Technology Agency who's role is to develop and distribute cheap, easy-to-use up-to date technology.

RECOGNIZES nations' rights to modern technology to increase healthcare, greater economic efficiency, and easier lives for its citizens.

DEFINING THE ROLE OF THE INTERNATIONAL TECHNOLOGY AGENCY

1) To develop cheap and easy to use technology for developing nations

2) To distribute the developed products.

3) To support developing nations in researching modern and future technologies.

4) Protecting technologies that are researched for developing and developed nations.

DEFINES THE LIMITS OF THE ITA

1) Only can help nations if accepted to

2) Cannot take any resource from a nation without permission

3) Agents must have background tests and other security regulations

4)Agents who have been convicted in a real court loses his job and all his paychecks from the agency

5) May only carry weapons into nations that the agency thinks it is necessary

The proposal is far too broad. This could be used as currently written to assist in weapons proliferation. Without a serious rewrite the HRC is strongly opposed.

Hirota opposes. As has been mentioned, this draft is far too broad and vague to obtain our support.
