Right of a Child Act

I have not yet found an act on this topic currently that covers these points and I was inspired by the Convention on Rights of a Child to come up with this. How can I improve it and is it illegal. Sorry if it is.
Rights of a Child Act

The World Assembly,


BELIEVING that a child shall hence forth be known as someone under the age of 18, living with a consented parent/guardian,

OBSERVING that some children are allowed to live in squalor or poverty, and/or in a life of physical or verbal abuse,

UNDERSTANDING that children are the future of their nations,

REALISING that some states have refused the Rights to children to have a childhood free from harm,

THE WA will impose these articles on all her respective nations.

ARTICLE 1

CHILDREN under the age of 14 have the right not be forced out of education. At 14 a child has the option to quit education if he/she wishes and the Government sees fit not to extend compulsory education past this point.

ARTICLE 2

CHILDREN may not be allowed into paid physical labour under the age of 16. Children may only work Part Time from the age of 14 to 16. At the age of 16 a child may leave school, if the Government sees fit, to work full time.

ARTICLE 3

A CHILD has the right to a minimum wage. The minimum wage for a 16 to 18 year old shall be set at either the equivalent or higher of 80% of the minimum wage for an adult, and 60% for a 14 to 16 year old.

ARTICLE 4

ALL CHRILDREN have a right to speak on a matter/project that directly affects them and an adult must take their views into account and into consideration when deciding on the said matter/project.

ARTICLE 5

A CHILD has the right to be free from harm. A child may not work in any type of Military organisation where they will be exposed to battles/skirmishes. No militia organisation will legally be able to recruit children and those who do will be exposed to prosecution at the full extent of the law in their nation.

ARTICLE 6

ALL CHILDREN have the right to housing and to be able to reside in any nation they seek fit to escape from harm caused by tyrannical rulers, dictatorships or any types of war. All nations are forbidden from rejecting a child access to their nation who has come to escape from harm, and all children have the right to reside with one parent/guardian who shall also be granted access to the nation.

ARTICLE 7

ALL CHILDREN have the right to clean water, housing and to be safe from physical or verbal abuse. Schools and Local Authorities must respond to any requests for help from a child who believes he/she is receiving any form of abuse and must act cordially.

ARTICLE 8

ALL CHILDREN have the right to receive three meals a day. These can be provided through education or through aid and families must be given the option to free meals if they are not able to provide for their child.

ARTICLE 9

ALL CHILDREN have the right to be free from living on the streets. No adult may force a child onto the streets for any reason.

ARTICLE 10

ALL CHILDREN are free from abuse in Juvenile Detention Centres and have the right to avoid being sent to Prisons which house adults.

ARTICLE 11

ALL CHIDLREN have the right to be given another chance and no Local Authorities may dismiss the ability of a child to reform and must do all they can in their power to reform a child who has gone astray.

ARTICLE 12

ALL CHILDREN have the right to any information regarding themselves and local authorities must divulge any information the child would like to obtain after the age of 14. No adult can stop a child receiving any wanted information unless they feel it would harm them psychologically.

THE WA agrees that every nation will agree to follow all 12 points from the 12 ARTICLES from hence forth of the passing of this bill.

The Child Protection Act seems to cover most of the resolution, honoured ambassador. It would be illegal for duplication.

Article 12

1. States Parties shall assure to the child who is capable of forming his or her own views the right to express those views freely in all matters affecting the child, the views of the child being given due weight in accordance with the age and maturity of the child.

2. For this purpose, the child shall in particular be provided the opportunity to be heard in any judicial and administrative proceedings affecting the child, either directly, or through a representative or an appropriate body, in a manner consistent with the procedural rules of national law.

Nearly the entire resolution, I'm afraid. Articles 1 and 2 and 5 also duplicate Restrictions on Child Labour.
