Although we find this proposal shit, I don't see in the slightest how this is communist. In the same vein, you could say any attack on non-religious individuals is delightfully christian.

It's an attack on commerce, a corner to every free market economy. By destroying a portion of the infrastructure that supports, you take aim at capitalism, the antithesis to communism, whether it's explicit through direct language, or implicit through an appeal to emotion. The environment isn't necessarily compromised with the existence of these routes.

"Free market" isn't really a RW reference. It's an economic concept that does exist IRL, but so are taxes, tariffs, and plenty of other things that are accepted as not just IRL. (Although, attacking an argument because it uses a RL reference when a non-IRL reference would work exactly as well isn't exactly a strong argument.)

We would have to do quite a bit of reclassifying. In Embolalia, a "highway" is a major, at-grade throughfare (OOC: Think US Numbered Highways or A-roads in the UK). Oddly, this would ban those, but not the wide, grade-separated, high-speed roads that, in Embolalia, are classified as "expressways".
