Urban Area/ Rural Area Tree Maintenance Act Abandoned

Hereby: All Nations will create a tree maintenance program
Rights: Owners of private property may refuse to maintain trees as long as people and property are not harmed
1. The government of a nation will hire a certain number of tree maintenance workers based of the nations population for example 1:5000 people. The workers will be distrubuted throughout the nation.
2. Trees deemed to be dead from diease will be cut down immedieatley in public areas to prevent the trees from being blown down in high winds.
3. Trees suffering from diease in public areas will be treated intially to attempt to save them.
4. Any trees removed in a public area due to death of the tree will be replaced within a one month timeframe.
5. Private property owners will not be allowed to remove a tree with a diameter larger then 30cm without a permit.
6. Private property owners are responsible for making sure that trees do not interfer with power juction boxes on the ground and will be fined increasing amounts if not compliant.
7. Trees near overhead powerlines will be trimmed every one to two years by muncipal tree workers.
8. Trees near major highways will be checked every year to see if any would be in danger of falling onto the roadway from weak roots, diease etc.
9. Areas of forest that have been logged in rural areas with recieve tree seedlings within three months to prevent soil erosion this being more important for logged hillsides.
10. In the event of a large swath of trees in rural areas being affected by diease they will be cut down immedieatley to prevent the loss of the forestry related economy.

Why is this an international issue? I think you need to explain it in more depth.

Also, it sounds like it is trying to stop development of land, so I am leaning towards not liking it.

Oh good lord. Do we really require a WA resolution on how to maintain decorative trees? Seriously? Is there a sub-section for Bonsai techniques to be added later? How about fertilizer types?

Being that we find the ecological choices brought forth here to be a matter more of aesthetic principles and less geared toward a more environmental safety initiative we must reject the measure as it stands.

The scope is far too narrow for the international community to consider, honoured ambassador. The management of urban trees is better suited to a Borough Council.

OOC: This sort of micromanagement is the main reason for the blocker clause in my 'Wise Woodland Management' proposal (even though this particular draft admittedly might not quite fall within that clause's scope...).

My nation will most definately be voting against this proposed measure, my hounorable friend would be best to stop this from proceeding in order to allow more time to debate more important global issues.

Seeing as how Stutenland has ambitions to extend its capital, the Great City, across the entire nation (and is already half way done in this endeavor), we find that this act would only hinder our progress.
