[SUBMITTED][REPEAL] Nuclear Waste Safety Act

LAUDING the intent with which resolution 116, Nuclear Waste Safety Act;

STRONGLY URGING that a new version be drafted;

BELIEVING that the resolution would have benefited from a longer and more in-depth drafting process;

REGRETTING that no provisions of the act apply to waste produced within a nation's own borders;

NOTICING that the resolution prohibits shipping nuclear waste to other nations for recycling, reuse, or any other safe means of disposal besides perpetual storage;

BELIEVING that forbidding such alternative disposal techniques is an unnecessary and unreasonable restriction upon its nations;
The World Assembly hereby repeals resolution 116, Nuclear Waste Safety Act.

The Faerie Emissary of Eireann Fae rushes into the chamber, speaking rapidly and gesturing to the draft on the table. A few seconds later, her usual human accomplice runs in, panting. After taking a few moments to catch her breath and listen to the Faerie's tirade, the girl speaks up.

"The Eireann Fae strongly support this proposal, for the reasons listed in the draft, and for our previous arguments which were never addressed regarding the original proposal." Quietly, she adds, "I think that should be enough to express our opinion. This Assembly really does need to hear Emissary Episky's exact words regarding the already passed resolution in question..."

At this, Episky looks quizzically at her human ward, considers for a few minutes, then sighs and nods her agreement. Seeming to calm down for a moment, the Faerie Emissary takes her seat on the girl's shoulder.

While we agree that there are issues regarding the Nuclear Waste Safety Act, we recognize that the draft of this proposal could stand to elucidate itself a bit. Certainly there are many issues with the Act which must be rectified, however we find that some measure along the same lines is necessary. As such we would prefer to support a repeal which offers up more than just detraction. Perhaps insight into how best to go about modifying the Act in such a manner that it best provides for the sovereignty and security of all nations, while at the same time accomplishing the much needed goal of securing nuclear waste, not only for the benefit of the environment, but to ensure it's security against those who would use such waste as a weapon.

I really can't say "change this, change that", because it would start to sound like an amendment. It works better, I think, to mention the flaws (which are, of course, the reason for the repeal; if it weren't flawed, it wouldn't need to be repealed), and then suggest that a new version be passed with the flaws fixed, as I have done.

Ms. Harper has the intention of supporting this because the government of Charlotte Ryberg hasn't got a clue about domestic nuclear waste management, but then again it would be very "Mary Sue" to know everything...

Raul Paradise voted against resolution 116, and has full intention of supporting this AND the new version (after carefully analyzing this new version and seeing if it really fixes the flaws of resolution 116, of course). E tenho dito.

The point about recycling is a very good one. If my memory serves me right domestic issues were deliberately left for another resolution since it was viewed as too likely to drag down support for the original. That could be addressed in another resolution even if the repeal were to fail.

All I'll say regarding this, is that I already have the replacement ready, should it come to that.

Honoured ambassador, I think the other draft concerned is pretty much ready at the current stage so I think it would be possible to improve on this, unless you were suggesting the TG campaign on that repeal tomorrow? :unsure:

I was saying that, since my other repeal is submitted and a TG campaign is underway, I would wait until that one is enqueued before submitting this one. Also, I do think the short period of time that this has been in drafting means it may well benefit from more drafting.

(OOC: Would it be bad form to include a spoiler'd modified draft of the existing NWSA? At least the people checking the forum would know that you're not intending to do away with nuclear waste safety entirely, but just had some reservations about the strictness of the original, which you'd be able to replace pretty quickly.)

If you want to draft a replacement, that is absolutely acceptable. It is, in fact, strongly urged. (Tradition be damned, I don't put that in a repeal text unless I mean it.) But I would suggest starting a new thread for it. And even that should only be done if you agree with the arguments presented in the repeal, as it would be seen as a tacit agreement to them.

I intend to submit this when the queue will be short enough to get it on the first page. Depending on how the approvals for the Missing Minors Protection Act go, that'll be from one to four days.

From the looks of this, MMPA won't reach quorum, or it'll reach quorum at the last minute. In any case i'd wait until MMPA's fate is decided, Nuclear Testing Safety (please vote yes) is at vote, and the fate of Wise Woodland Management is clear.
