They're not excluded where we're concerned. If they're entering our space, we reserve the right to search them. If it is a 'government' ship on a diplomatic mission and have the identification as such and it's confirmed from their destination, we wouldn't see a reason to search them, but we would offer a military escort. If they refuse, we will keep them on our scanners. If they're unwilling to give us that information, they're fair game for a search.
We're also very concerned that you seem to wish to write this proposal without being a space faring nation. This may have the tendency to make you biased against such nations and attempt to punish those of us who have reached such a level far beyond your own for our centuries of hard work and research to attain this technological level. It would be very wise to gain the assistance of nations that do have such technology to write this kind of proposal. However, should it continue to have wording that attempts to draw borders, it will not be something we could ever support.

(OOC: Normally I don't step OOC, but I will for this. You mentioned Star Trek earlier. Star Trek is probably the best example of space 'empires' and the void being controlled by one group or another. The Federation controlled one area. The Romulans another. So on and so on. There were even neutral zones between controlled space. True that this won't affect Rutianas, but Swarming Cute Kittens, my WA puppet, will be marginally affected as their borders will be reduced, not that they can really defend it anyway. They're a bunch of cute little kittens.)
