[DRAFT] Poverty Reduction CLOSED

This World Assembly,

RECOGNISE the widespread problem and roots of poverty caused by corruption, wars, natural calamities, uneven wealth distribution, economic failure and societal collapse

DEFINE Poverty as a lack of basic human needs, such as clean water, nutrition, health care, education, clothing and shelter, because of the inability to afford them

The World Assembly outline its goal to eradicate poverty by,

REDUCE Malnutrition, Starvation, Infant Mortality, Income Disparity,

EMPOWER the poors through primary education and skills learning, allowing better job opportunities and incomes for their households

PROVIDE easier access to medical facilities, sanitation, housing, electricity, drinking water and education for the poors

PROMOTE social safety net, property right and rule of law among the less developed nation to protect the poor from unfair competition

IMPROVE the chances of every child to reach adulthood and break out of the poverty cycle

HEREBY,
1) Establish the World Development Bank and its shall:
a. Finance basic infrastructure and amenities such as roads, hospital and schools for the poors
b. Promote transparency and oversight in cooperation with local government on loan and funding to maximise benefits to the poors
c. Provide research credit for innovation ways to aid the poors for better efficiency and afforability

2) Mandates WA members to contribute aid and increased awareness of poverty around the world
a. WA members shall provide technical assistance, debt relief and investment to the less developed nation
b. To raise awareness on poverty and encourage growth of charities, NGOs and philanthropist through tax break and incentives

3) Establish incentive and skilling program for the Poor to work for aid rather than being literally fed, to encourage self-reliant and skill building

4) Banned preconditions for any foreign aid to nation in exchange for politcal interest

5) Mandates receiver nation to be transparent on the usage of WA loan and foreign aids through audits and oversights

6) Provide education grants and immunisation for children living in poverty through the support of WA, NGOs & government funding

You know what, I had this whole long article written counterpointing everything in this...whatever you want to call it. But it was way to long to be worth reading. So I am going to go a different way. I agree with my esteemed colleague from GeneralHaNor that this is nothing more then a veiled attempt to turn each and every member of the World Assembly into a socialist/communist state. It is the position of the King of Cardoness that this must never even make it to a vote, and if it does must be overwhelmingly defeated, to prevent other such attempts. It will break every country which has means to support every country which doesn't. This will reduce the "uneven wealth distribution" not by making them richer, but by making us poorer. As the number of poor countries increase and are taken from the "provide" column and into the "receive" column this will strain the system causing a more rapid decline of the richer nations until the whole system collapses. Communism brings about equality by making everyone equal to the poorest among them. Our policy department ran a simulation of a what a state would be like under a communist form of government. We created a fictional country and named it after program directors Udall Simms and Simon Rothchild "USSR". Our simulation showed great promise in the first couple of years under the system, but total collapse happened in less then 75 years. Our simulation also estimated that it would take decades to catch back up with a capitalist country. Finally, as there are states that exist outside of the WA, they will be free to contenue to grow their economies as we sink into the gray world of conformity.

To much of this is already covered, as has been pointed out already.

That, and the fact that some of the clauses contradict at least one of the daily issues that all nations get (idk what type of violation that is - maybe metagaming? i've never understood what that is.)

It isn't one, otherwise we'd be unable to write issues on topics like abortion, euthanasia, etc.

Where must nations gather the funds to help the poor nations? For some this is simply not feasible.

While I agree that this is something that is needed. I think that you have all these great ideas, but there are no plans on how to implement it. HOW are you going to reduce Malutrician, HOW are you going to reduce starvation, HOW are you going to reduce poverty.

I will not support this until after those issues are addressed.
