(OOC: A request for help on proposal)

OOC: I have a proposal to make for the World Assemble. As it is my first proposal I'd like it to be done correctly. My idea is that due to the recent outbreak within Niravon, I'd like to make a proposal to ban research involving the reanimation of dead cells and tissue. My reason for this is that I would rather avoid another Zombie Outbreak and if other nations start delving into the science that Niravon has, then it can lead to a possible wide spread Zombie Apocalypse. I was wondering if anyone is willing to aid me in piecing together such a proposal.

Hmmmm.....although I like the idea from a purely role-play perspective. I think you'll run across many who will say this is not a "real" issue. For starters, I would suggest you look at some of the following resolutions which ban or outlaw something for a manner in which to format and phrase your arguments.

Ban on Slavery and Trafficking
The Landmine Convention
Biological Weapons Conference
A Ban on Forced Disappearances

But again, I don't think you'd get very far with this.

I'm more than willing to help with semantics and structure, but I'm not sure I would agree or be in accordance with the actual content.

You should not ask for this in this manner, as in, OOC. What you should do is this:

1. Look at some other proposals and copy the structure in which they are written.
2. Write your proposal and post it here as a draft, in character.
3. When amended sufficiently, submit it.

This is the 'fair' and proper way to do it.

Actually, I disagree about the not-asking-OOC advice. For a new poster, it sometimes helps if the conversation is player-to-player (rather than character-to-character or character-to-player) because many characters here are far more abrasive, blunt, or confusing than are the players. The advice on proposal drafting is spot on, though, and I wish that more players would follow that advice.

As for the original request, I'm not sure how well-received such a proposal would be given that many nations do not recognize the existence of zombies or other "reanimation" of the dead. Any proposal would have to be in a form that is relevant to the majority of WA members for it to be seriously considered. I would also suggest looking at the proposal categories to determine which type of proposal you want to write - a ban on certain types of research could be considered "moral decency", but it could also be written in terms of "international security". It is much easier to write a proposal to match a category and strength than it is to select those items after drafting a complete proposal. Good luck and welcome to the WA.
