This is a pretty rough sketch but many people have liked the idea so I want some other people to tell me what's up:

Cooperation in Medicine
A resolution to speed the discovery of medicinal cures
REALIZING that millions, if not billions, of people die every day due to illnesses for which there is no cure.
ACKNOWLEDGING That many WA nations have extensive research facilities to combat these diseases and work towards their cure(s)
REASONING that a pooling of resources can only speed up the process
HEREBY:
1) CREATES the International Center for Disease Research (ICDR) that
A) Works towards finding cures for any and all diseases that threaten human survival/well being.
i) Funding of the ICDR may restrict its ability to work towards all diseases at the same time.
ii) Diseases will be prioritized by (but are not limited to): mortality rate, infectivity and drug resistance.
B) Produce or find a producer, of all cures/drugs/vaccines that they develop
i) The ICDR may not charge any amount above producing cost(s) for any cures/drugs/vaccines they produce.
ii) Recommends the ICDR give them out free to economically struggling/(naturally) devestated nations.
C) Also creates a council for the ICDR (CICDR) that is composed of 1 scientist from all participating nations who will decide on major issues by a simple majority vote.
D) Further gives permission for the ICDR to build represantative buildings in all participating nations to give out drugs and otherwise communicate with the respective nation for the ICDR.
2) MANDATES the following:
A) No refusal of ICDR aid in any case
i) This includes, but is not limited to: punishment of a population, war-torn countries, quarantined countries.
B) No refusal of knowledge deemed critical by the CICDR towards research.
i) This includes, but is not limited to: experiment results, new technologies, unique testing groups.
ii) In any other case a nation may choose to offer all, some or even no information to the ICDR. In the case of none, the said nation will be immediately be considered no longer participating and thus be removed from the CICDR etc.
3) STRONGLY RECOMMENDS that all nations:
A) Donate money of an amount suitable for that nation's economic status, on average approximately 1.5% of the nation's GDP
B) "Donate" at least 2 of the nation's top medical scientists as long as they are willing and deemed acceptable by the CICDR.
C) Cooperate with ICDR on all topics and supplement any and all research being conducted by the ICDR.
D) Promote medicinal education in an effort to end diseases in their entirety.
