Test ban resolution.

The test ban resolution says that any test that sends radiocative substances outside the borders of a nation should be banned - but it does not say how much radiocative substance. If it is is really "any" then breathing must be banned - as human beings (like all lifefroms) are mildly readioactive and breathing sends some radioactive material into the general atmosphere.

"But not much" - I repeat, the resolution does not say a certain amount radioactive material a test must send out in order for a test to be banned, it says "any".

That resolution is un-complete, idiotic and has no use.
