Emergency relief, rehabilitation, reconstruction and prevention in the wake of Natural Disasters in WA Nations

Cognizant of the possibility of substantial loss of life as well as enormous socio-economic, infrastructure and environmental damage caused by Natural Disasters

Noting the possible massive scale of destruction and loss of life caused by Natural Disasters,

Recognizing the urgency of undertaking a massive rescue and relief operation, and supporting the efforts for rehabilitation and reconstruction,

Welcoming the assistance and contributions of the international community, including Governments, international organizations, civil society and the private sector, in the relief and rehabilitation efforts, which reflect the spirit of international solidarity and cooperation, to address and meet the challenges caused by the disaster,

Proposing the launch of an Emergency Response Plan and the continuous engagement of the World Assembly in the intensification of global relief efforts to meet the urgent and immediate needs of the affected people,

1. Expresses full solidarity and sympathy with the people of affected Nations;
2. Urges the international community, international financial institutions and relevant international organizations, as well as the private sector and civil society, to extend full support and assistance to the Government of affected nations in its efforts to mitigate the adverse impacts of natural disasters and to meet the medium- and long-term rehabilitation and reconstruction needs;
3. Requests the World Assembly to further intensify their efforts to sensitize the international community to the humanitarian, recovery and reconstruction needs of the affected nations and to mobilize effective, immediate and adequate international support and assistance to the affected nations;

Maybe I am reading this wrong but I don't see where WA funds are being spend, at least not in abundance. It appears to me that it calls for awareness and support from member nations, international institutions and international organizations and creating an emergency plan to be coordinated and enacted inc ase of a disaster. If I am reading this wrong please let me know.

III. Mandates each nation to create response plans for likely or reasonably possible disasters,
(a) Part of each nation's response plan will be to ensure an adequate amount of funds are available to respond to a disaster,
(b) The WADB shall be able to give loans and grants to nations which cannot afford to respond to disasters on their own,

Seems too have some overlap with Preparing For Disasters

The IHACC at GAR#51 covers response to major disasters. WA proposal rules specify no need in mandating it again.
