Furtherment of Physics

REGOCNIZES the importance of physics in our daily lives and in science.

PROVIDES an area to study physics by building a collection of buildings, each holding tools to assist in new discoveries.
These would include, but not be limited to,

1. Quantum Physics

2. Nuclear Physics

3. Astronomy and Cosmology

4. Mechanics

5. An underground particle accelerator

6. An underground neutrino research center

7. A visitor's center

All of these help increase knowledge and will help technological advancement. And also help us learn the dangers of the universe and goodness of the Universe.

Citizens as well as students could visit the center to learn about new discoveries being made at that time.

REALIZES the large amount of money that would be needed for such a project. Funding could come from donations, with nations that donate more would be given preference for the apparatus.

UNDERSTANDS the dangerous applications of physics. The center would be used primarily for peaceful objectives, but could be used for combat research of weapons that would be distributed to WA members only for defensive purposes. Not offensive purposes.

ABSOLUTELY... not. Where is this center going to be? In your nation I suppose, in spite of other nations being further along in scientific research than your own. I commend your goal, but this isn't a proposal. You could have asked for donations, could you not?

Outside of the obvious possibilities... that's all they are, just possibilities, and I don't see how this is for the betterment of World Assembly members.

This will not go before a vote, but if you draft up a budget report, and send it to our Minister of Finance... We may be able to help out at a later date.

There are countless WA member nations that are PT, how are they to deal with this? Or what about the nations that are so far in the future that the study of physics as we know it now has become obsolete?

The HRC supports the merits and intent of this. The major questions boil down to location of the facility, nationality of the staff and contractors building the facility, and the open source sharing of raw data.

The staff could be phycisists from WA countries that stay for the duration of a project.

To be a fair representation you would need scientific staff from all WA nations, a council composed of WA nations to give oversight and direction, and the facility placed in an area all nations can access and can agree upon.

The delegation from Serrland has serious concerns with the above on moral grounds. This would be akin to using a school as a munitions plant or stockpile location.

In my estimation it should be limited to the pure physics research. Should the discoveries made later be used by member nations for weapons research that is acceptable on the grounds that the world of a brilliant scientist the first time is the work of a trained mechanic the second time. Limit this strictly to science and you avoid the concerns of others and the weapons facility tag.

My government sees no need for this legislation as it appears to promote the same actions as the already passed Cooperation in Science Act but with the addition of mandating a specific location where this research must take place. In addition, as a nation with a science that is many years ahead of the norm what incentive is there for us to participate? Based on a reading of this proposal it appears that much of this research will be in to antiquated avenues of study.

Perhaps there may also be implications with a WA facility potentially being used for weapons research? There are several aspects of this proposal that I feel that you need to revise...
