The World Assembly, which is dedicated to human rights for all, realizes that in times of war, soldiers can are captured, and can be treated by the enemy in whatever way they see fit. This is a violation of their human rights, and the World Assembly MANDATES:
1) That a department be created, called the Prisoner of War Aid Department, or POWAD.
POWAD has jurisdiction to visit POW camps and to inspect them. Violations on their human rights include:
a) Deprivation of Medical Care
b) Physical and Mental Abuse
c) Deprivation of Nutrition
d) Deprivation of the Right to Live
2) POWAD has the authority to release POWs should any violation of the above said human rights be found or attempted to be hidden. POWAD members are under protection of international law, and therefore can not be harmed.
The World Assembly RECOGNIZES the soveriegnity of nations that are not a part of the World Assembly, so it MANDATES that POWAD has no jurisdiction over rogue nations. The World Assembly MANDATES, however, that should a WA member nation be at war with a rogue nation, that it follow this resolution. Any violations found commited against rogue POWs will be met with POWDA officers waiting to remove POWs from POW camps or any similar settlements, and transfer them to a POWDA Rehabilitation Facilty.
