[DRAFT] Clean Industry Act

Understanding that the Promotion of Sustainable Development is a stated goal of the WA, as seen in #42 with the formation of the WA Environmental Council.

The World Assembly,

1.AWARE that the use of fossil fuels in heavy industries has continued despite evidence to cause harm to envirornmental and human health.

2.ANKNOWLEDGES that no prior legislation has been passed on this matter.

3.DEFINES Fossil Fuels as but not limited to:

i)Crude Oil
ii)Refined Oil
iii)Coal

4.IDENTIFIES the environmental damage from fossil fuels to include, but not limited to:

i) Increased rates of deforestation to obtain firewood and/or locate oil resources.

ii) Air pollution from the combustion of the aforementioned fossil fuels

iii) Incidents of industrial incidents with regards to the extraction & transportation of crude and refined oil.

5.HEREBY DECLARES that all Mamber Nations are to reduce the use of fossil fuels by 25% of their current consumption in both industrial activities and energy generation.

6.FURTHER DEMANDS that current net exporters of fossil fuels are to switch to more sustainable processes of obtaining fossil fuels from existing sources.

7.ANKNOWLEDGES the Member States' existing requirements of energy and industrialisation for purposes of economic development.

8.MANDATES That all WA Member States are to replace current forms of energy generation with the following forms of alternative energy, including but not limited to:

i)Hydro-Electric Power (HEP)
ii)Solar Power
iii)Wind Energy
iv)Geothermal Energy
v)Nuclear Fusion
vi)Nuclear Fission

9.FURTHER ORDERING That new, stricter energy efficiency standards be applied to industrialised Member Nations with immediate effect, with direct WA supervision and co-ordination by the WA Environmental Council.

10.STRONGLY ENCOURAGES Member States to provide for public accountability and transparency in decisions made with regards to the changes mandated in this Proposal.

11.PERMITS Member States to engage in economic/trade sanctions against violators of the Proposed actions highlighted above.

12.HEREBY hopes that the proposed changes will bring about a wave of sustainable development and growth in the WA.

Removed the part about firewood and made some spelling corrections.

Seems like he is referring to the fact that nations can subvert the rules and hence must be monitored to be prevented from doing so? Seems like that's the main reason.

By the way, nice song. Breaking the WA 'no police state' rule and all that.

He's got a point, you know. We have seen how many resolutions have fallen due to legal loopholes in the documents and exploits that these nations can abuse, leading to the collapse of the entire resolution. I don't want to see my current efforts go down the drain like that. Then again, some of these resolutions deserve to be flushed away anyway.

P.S. By the way, if anyone sees a similarity or two with the currently-on-delegate-votes "Clean energy" by Salaguay, I gladly admit that I took some inspiration from that bile he sprouted out. In fact, this proposal is my response to his proposal; a challenge to write better, so to speak.

Ms. Harper is currently opposed to this draft: why should the WA interfere with the member states' choice of energy production? We feel that the only credible evidence for restricting the choice of location for the construction of fossil fuel power plants is on clean air and reduction of pollution. As for coal sourcing, a valid argument would indeed be not only deforestation but also the spoiling of beauty spots if the wrong location is chosen.

Basically, the WA should not interfere with the member states' choice of energy production, but legislate on air pollution reduction so we don't have to wear masks all the time.

No, it's been sent for approval... which it probably won't get enough of even to be sent on for a general vote, let alone then to be passed...
