[DRAFT] International Sporting Event Safety

General Assembly:

ACKOWLEDGING: Professional sporting events as a major source of international tourism that can attract many thousands of spectators, some domestic and some international. These events are often on the world's stage, and many millions of people worldwide can watch one such event with the host nation displayed to the world.

DEFINING: An international professional sporting event as a sporting event between two different nationalities, where the athletes or participants recieve a payment for their performance.

NOTING: Where there are crowds, so often follows injury and anti-social behaviour which can potentially result in casualty.

WANTING: To eliminate the risk of injury to spectators within a professional sporting venue.

FORMING: The International Sporting Safety Organisation (ISSO), which will oversee safety at sporting venues and ensure said venues are safe for public use.

AUTHORIZING: The International Sporting Safety Organisation to:
a) Promulgate rules and regulations pertaining to the safety of venues.
b) Determine a venue's maximum spectator capacity.
c) Prevent venues from being used if said venues are deemed unsafe.

REQUIRES: All venues for international sporting events to pass an examination by the ISSO prior to their use.

I can immediately spot an issue with this draft: firstly, all it does is establish a committee, which is not what a draft should just do. There needs to be some regulations that member states must ratify rather than just entrusting the whole thing with just a committee. The good thing about compliance is that for sake of technical simplicity all member states automatically come into compliance.

The majority of international events see the players or athletes receiving no payment, they have the honor of are representing their country, this definition would therefore be quite limited.

I agree with Ambassador Flibble. This is something that should be left to actual sports organizations and individual nations, if for no other reason than that the WA has better and more important things to deal with. The world would have to be a much better place for this to happen.
