Well, this proposal has unfortunately failed (once again) to reach quorum.
Those of you who opposed it, whether personally or on behalf of your governments, need not worry that I might make any further attempts at getting it passed into law, as I have just received official notification that -- for several reasons -- the High Council of Clans has decided to end our membership in this Assembly.
Oh, and before any of you start getting ambitious, we don't have an office for you to "baggsy"...
