The Theocracy of Nieuw Zeeland has decided to take a mildly positive stand to this proposal, though it certainly has some issues.
The World Assembly,

Acknowledging that Suicide is controversial issue and may not be in the best interests of the individual, their community or their nation;

Defines, for the purpose of this resolution, “Suicide” as the act of an individual choosing to end their own life for their own reasons when there is no medical necessity reason or cultural reason behind it;

The Theocracy of Nieuw Zeeland is of the opinion that suicide imposed by certain (mostly warlord) cultures is still suicide. An example is the concept of 'harakiri' in a certain human culture.
Understanding that the termination of said life may cause grief and sorrow to the surviving family and friends in some cultures;

The death of a family member, especially by suicide, will ALWAYS cause grief and sorrow to the relatives. Even if this death was culturally acceptable or even imposed. Culture can change sentient beings to a very great extent, but some things are universal, including the sadness following the death of a relative. Especially if it concerns a young death which could have been prevented and/or was unecessary. Which, according to your own definition, is always the case with Suicide.
These two bolded parts will have to be deleted or modified in order to find the approval of the Theocracy of Nieuw Zeeland.

Believing that ritual suicide in some cultures should be the prerogative of the individual culture while unnecessary suicides prevented;

This sentence is a bit unclearly written... I'm afraid I don't completely understand it, my knowledge of the English language is less than that of a native speaker.

The World Assembly hereby :

Acknowledges that while suicide is ultimately the choice of the individual and that is impossible to outlaw; there is a need to reduce the rate at which individuals decide to commit Suicide;

Mandates that, in order to prevent Suicide, and reduce the rate thereof, where the individual's Suicide is not influenced by either a medical reason or by cultural traditions:

1.) Each member nation shall establish the following:
i) Outreach programs staffed by professional counselors, who in their impartial ability are able to provide non-judgmental guidance and support information to individuals who are contemplating Suicide
ii) A national educational campaign to erode external causes that may lead a person to commit suicide, such as but not limited to, bullying, domestic abuse, et cetera.

2.) Each member nation shall empower its health care system - whether public or private - to:
i) Better address underlying psychological issues that may be associated with suicidal thoughts and tendencies by expanding neurological research.
ii) Support skilled professionals in the field of psychological and psychiatric medicine.

I changed the layout of this clause. The content is fine.

I'm suprised I hadn't seen this before. This is quite good; I lend my support. Just as a thought to throw out there, would it be possible to include something encouraging, or even requiring, nations of the appropriate technical advancement to provide help lines at locations where suicide is common, such as high bridges and cliffs?

Our writers are studying their options for the inclusion of this. We plan to include this as it fits in well with the goals of this proposal.

Upon reading the comments by the esteemed members of this body, as co-author of this proposal, the Star Kingdom of Manticore Reborn makes the following suggestions

A typo has been noticed in the Acknowledgement clause:
Acknowledging that Suicide is a controversial issue and may not be in the best interests of the individual, their community or their nation;

In hopes to satisfy the concerns of the emmient delegation from The Mind of Charlotte Ryberg, we suggest that the clauses pertaining to Ritual Suicide be ammended as follows:
In member nations where ritual suicide is culturally acceptable, it is the individual's right to perform or not to perform the act free from any form of persuasion, coercion or incentive. They shall be permitted counseling by a trained professional counselors on the matter as to the cultural significance and purpose of the suicide and allowed to understand and appreciate the act, if they so desire to seek such counseling.

As far as the suggestions made by the ambassador from The United Commonwealth of Embolalia our legal ministry has wrestled with the idea and offers the following changes to Section 1 of the action clauses:
1) Each member nation shall establish and maintain, or contract a non-governmental organization to establish and maintain, the following:
i) Outreach programs staffed by professional counselors, who in their impartial ability are able to provide non-judgmental guidance and support information to individuals who are contemplating Suicide
ii) A national educational campaign to erode external causes that may lead a person to commit suicide, such as but not limited to, bullying, domestic abuse, et cetera.
iii) A system to track and report suicide rates in their nation for the purpose of researching ways to reduce the occurrence and provide proactive assistance to those suffering from conditions prone to suicide.
iv) A system to track and report locations where suicides were performed in order to proactively provide assistance to those contemplating suicide.

It is our hope that these changes will allow this bill to move forward to the floor for voting.

We were grappling with this last night. We found the suggestion from the Embolalian delegation definitely worthy of inclusion. This modification is close to what our writers envisioned. They now feel great shame for their inability to perform to the same level of standard that the Manicorian ones did.

Although we appreciate the compliment, the Manticorian suggests are most likely not perfectly satisfactory to all parties.
