ESTABLISHES the Cross-Border Naval Safety Division that will take any violaters of this act to justice and also take precautions like patrols at open seas that does not belong to any nations.

Naval Etiqutte Act:significant
DISPLEASED that laws regarding travel outside border at sea is relatively low.
CONCERNED that ships outside safe borders provided by nations are not protected and could easily be attacked by other ships without clear reason.
REALIZING that in order to stop this is by setting a clear etiqutte that could protect ships from being attacked without a clear reason of displeas or war.
DEFINES sea travel as one of the safest ways to get from one shore to the next.
CLARIFIES that this act will not change the way a nation go to war but make it clear that attacking ships that does not qualifies as a war armement(public cruiseships,oil tankers,etc)will be taken seriously as a war crime.
AIMS to encourage the government of all nations to carefully take serious measures to prevent attacking ships that may risks innocent civillians.
ESTABLISHES the Cross-Border Naval Safety Division that will take any violaters of this act to justice and also take precautions like patrols at open seas that does not belong to any nations.
HOPES that this act will ensure some safety to the public of any nation.
