(DRAFT)Naval Etiquette Act (done...but needs more work)

ok,this is it
but please,im still getting the hang of writing proposals.And please no more "how to serve tea" jokes.

Naval Etiqutte Act:significant:International Security

DISPLEASED that laws regarding travel outside border at sea is relatively low.

CONCERNED that ships outside safe borders provided by nations are not protected and could easily be attacked by other ships without clear reason.

REALIZING that in order to stop this is by setting a clear etiqutte that could protect ships from being attacked without a clear reason of displeas or war.

DEFINES sea travel as one of the safest ways to get from one shore to the next.

CLARIFIES that this act will not change the way a nation go to war but make it clear that attacking ships that does not qualifies as a war armement(public cruiseships,oil tankers,etc)will be taken seriously as a war crime.

AIMS to encourage the government of all nations to carefully take serious measures to prevent attacking ships that may risks innocent civillians.

ESTABLISHES the Cross-Border Naval Safety Division that will take any violaters of this act to justice and also take precautions like patrols at open seas that does not belong to any nations.

HOPES that this act will ensure some safety to the public of any nation.

My best guess would be things like dipping your flag to passing ships, proper flying of ensigns/jacks while in foreign ports, things like that. General protocol and politesse that is nowhere near important enough for the WA to legislate.

I have a rough idea of what the proposer means by Naval Etiquette, but I am concerned that the differences between member states' standards may be too much for the WA to even consider a single standard. Feel free to post the first draft when you're ready and we'll have a look.

It is probably about how to properly address officers, or how to efficiently load torpedoes.

The WA cannot have a world police force, honoured ambassador. What about GA#14 and the protection of neutral nation's vessels from attack?

THIS is what we have been waiting for? Duplication and an illegal WA police force? When our colleague from Bio Reca says "this needs more work" we are certain that they were unaware of how much of an understatement that truly was.

When a nation is at war, all ships are war armaments. Certainly oil tankers qualify. The U.S. destruction of Japanese oil tankers was during WWII was a major component of victory.

Certainly, attacking a nations citizens at sea is an act of war & should be treated as such.
