Again, these are my suggestions/criticism since I can't really be in favor of the proposal.

Bergnovinaia wrote:
Description: The General Assembly,

Should be World Assembly, or WA.

Scientific studies have successfuly shown that an increase in Fine Arts funding (Music, Drama, Art, and Band) improves the grades of the average student in any School that offer classes in Social Studies, Language Arts (Spelling), Foreign Language, Mathematics, etc. Fine Arts classes also improve the manners of a average aged student by teaching them that they must take care of something that is not theirs.

Um... support? This sounds like a load of BS to me.

RECOGNIZING that a school that does not have these classes avalible DECREASES the chance of the average student getting into a University or other advanced schools.

Again, I see no support for this claim... What if a child wants to go to an engineering school? Is not having Fine Arts going to hurt them there.

If school funding for Fine Arts does not increase, then schools will have less and less Straight A students which will decrease the amount of people getting a good education, affecting their future success.

Again, no support and this clause is very redundant.

Therefore be it Resolved That,

The World Assembly Education Committee (WAEC) be established to increase funding for the average school and fund each School District and its curriculum, including giving a fair wage to the teachers, janitors, and administrators running the school.

What the f*ck does this have to do with fine arts?

Also recognizing that Fine Arts should be added to School Districts which do not have Fine Arts in their curriculum, supported with significant funding for paintbrushes, paint, musical instuments, sheets of music, books on acting, and teachers.

The red part is somewhat of a loophole.

Also providing constuction workers to build any extra rooms needed and giving them the materials and wages as required.

Um... okay. This is assuming that school just can't hire them with the funds you give to them.

Hearby establishing the WAEC and increasing the amount of funding in Fine Arts.

Again, redundant and un-needed.

Overall, I am not in favor of this legislation because I feel it is largely unecessary and because of the loophole, schools could exploit WA funding.

You can't give us all credit. It's against the rules. You may only list one co-author.

I'll say it again, read the rules before you make a proposal.

Welcome to the WA mate... we're the "nice" members. You haven't even met my friends from Grays Harbor or Dr. B. Castro from Gen-Rhodes. They'll blow your proposal apart.

I have to agree, I'm one of the more nicer Ambassadors. Not wanting to single any of the other Ambassadors out, but some are very hardline on issues such as this. I like to give every author a chance.

I think you should take your proposal, look at our suggestions, and edit as appropriate.

What studies? How was it proven? We have nothing to go on but your say-so.

Demphor wrote:RECOGNIZING that a school that does not have these classes avalible available DECREASES the chance of the average student getting into a University or other advanced schools.

Again, do you have anything to back this up besides your assertion that it is true?

Demphor wrote:If school funding for Fine Arts does not increase, then schools will have less and less good Grade students which will decrease the amount of people getting a good education, affecting their future success. For example, if someone wants to go to an Architectural School, it WILL effect them there.

HOW will it effect them?

Also providing funds for the school to hire constuction workers to build any extra rooms needed and giving them the materials and wages as required.

Why are schools funded by the WA now? Why should the WA micro-manage local schools? We are also curious why you feel the need to mandate "fair wages" for teachers, etc when there is already The Fair Wage Resolution in effect. That is duplication, and that alone is sufficient to make this whole thing illegal.

Demphor wrote:Oh, and GUYS!!! If you want to be recognized, then make your own drafts, i'll read them, edit them, and think about them, but I dont want you guys to destroy the whole thing

This is not how you go about making a draft. You do not demand that we only provide touchy-feely happy-happy. This is not a good proposal. It is extreme micro-management of local school systems by the WA. This is not even a national issue, let alone an international one. This is a strictly local issue. The purpose of debating draft proposals is to point out the flaws and correct them, not to fawn all over every bit of writing put forth here. The idea is not to have several people making their own drafts for the exact same issue, then you can decide what you like and don't like. You seem to have gotten the wrong impression what debate in the general assembly is all about.

We see an issue with all WA nations raising the money to fund every school, this in our opinion should be the responsibility of each Nation on their own, Nation's with well developed educational systems will see little return on their investment under this proposal as they potentially are already meeting the requirements of the legislation whereas those who will gain the most are those with weaker educational systems. The issue of funding is therefore why we couldn't support such a proposal.

Demphor wrote:The Fine Arts Act
A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity
Area of Effect: Artistic
Proposed by: Demphor

Description: The General Assembly,

Scientific studies have successfuly shown that an increase in Fine Arts funding (Music, Drama, Art, and Band) improves the grades of the average student in any School that offer classes in Social Studies, Language Arts (Spelling), Foreign Language, Mathematics, etc by improving their attention span, and focus. Fine Arts classes also improve the manners of a student of any age by teaching them that they must take care of something that is not theirs.

We see no significant change here. Again, what scientific studies are you referring to? You have yet to answer that question, and merely continuing to make the assertion it is true is not an explanation.

Demphor wrote:RECOGNIZING that a school that does not have these classes avalaible DECREASES the chance of the average student getting into a University or other advanced schools.

How?

Demphor wrote:If school funding for Fine Arts does not increase, then schools will have less and less Straight A students which will decrease the amount of people getting a good education, affecting their future success. Example: If a student wants to go to engineering school, it WILL affect their learning, and they may not become an enginer.

How?

Demphor wrote:Therefore be it Resolved That,

The World Assembly General Fund (WAGF) be used to help increase funding for the average school and fund each School District and its curriculum with an equal amount of money (no matter the country), including providing the wages to the teachers, janitors, and administrators running the school.

Who is to determine what this "equal amount" level is to be?

Demphor wrote:Also recognizing that Fine Arts should be added to School Districts which do not have Fine Arts in their curriculum, supported with significant funding for paintbrushes, paint, musical instuments, sheets of music, books on acting, and teachers.

Honestly, what business is it of the WA to determine and dictate school curriculum to local school districts? This is not micro-management, this is Nano-management.

Demphor wrote:Also providing constuction workers to build any extra rooms needed and giving them the materials and wages as required.

This is superfluous.

Reposting the same thing over and over and over again does not constitute or qualify as "making changes". We see no significant changes between this and the initial draft. None. Please do not insult our intelligence by pretending it is otherwise. We also do not see where the questions and concerns of anybody have been addressed, or even acknowledged.

We shall be quite frank here, this is a local issue, not something the WA need address, mandate or dictate. It is for local school boards, who are certainly more aware of local conditions and culture than anybody here in the GA, to determine what their curriculum is, how their money is to be spent, and how much is to be spent on any given topic of study, teachers salaries, or when and how new facilities are to be built.

You changed nothing, and you have not answered anybodys questions, and giving a specific "dollar" amount is an illegal RL reference which makes this current draft automatically illegal.

How can that be "good enough"?
