The proposal, as submitted, is illegal. It duplicates GAR 19, Child Protection Act, and engages in metagaming. It also makes the mistake of setting a specific age. While this is not illegal, it is an extremely bad idea. Not all nations are even human, and those that are may, due to scientific or magical progress, age at a different rate. In any case, even in "normal" humans, a desire for pubescent teenagers (which most people are by the age of fifteen) is ephibophilia, not pædophilia.

And as a note to the author, although I whole heartedly agree with telegram campaigns to being needed attention to a proposal, one shouldn't TG a delegate who has already gone on record in opposition to said proposal.

Two objections:
1) We don't hold with civilian capital punishment
2) This bill would kill paedophiles who don't act on their desires, so innocent people would be killed.

So, we regret that we must vote against this legislation.
