(Proposal) Humanitarian Fund Act

Description:
REALIZES that all over the world, there are nations that are too poor to give their citizens basic needs, like proper housing and proper nutrition.
REALIZES that there are organizations that try to improve this situation, with little or no avail.
SUPPOSES that a new organization be added to the WA, the Humanitarian Aid Department (HAD).
The Department will add a new fund for WA nations to pay to the General Fund, so that HAD can carry out it's work. CLASSIFIES humanitarian aid as medicine, food, and water given to humans, humanoids, etc.
MANDATES the creation of HAD and the humanitarian fund to the General Fund.
MANDATES that a minimum of 1,000 NS dollars be directed to the humanitarian fund.

OK, you seem to have the procedure a bit mixed up.

It generally goes:
0.) Do some research first and see if there is already one or more resolutions in force before drafting or submitting a duplicate.
1.) Post draft for discussion and debate
2.) Finalize the draft for submission, taking into account suggestions and critques
3.) Submit draft proposal

Starting with step 3 is jumping the gun a bit, don't you think?

Now, for the critique

This seems to be just an AUC1 proposal.
It is considered not proper to use a specific currency amount in a proposal.
We are curious where you got your information that no other aid committee or group has been so inefective that yet another committee is required?

Due to the fact that there is no organized humanitarian aid organization, the results ate scattered and not very successful. Sure, nations have their own aid organizations, but the result is barely successful. The WA needs an organized aid organization in order to improve such results.

There isn't? Then what are these? You may want to read them, then revise your earlier statement.

and the biggie

There are also a few others which cover parts of humanitarian aid as well.

Why should the other WA members pay for the citizens of other countries? The country is too poor because of the government's poor decisions ( accidentally/intentionally ). It is not the other WA members to help them. If the nation that requires help is a phychotic dictatorship with a goal to make their citizens suffer? wouldn't it be an enormous waste of hard earned money? :?:

GA#51 already covers humanitarian aid. In addition we didn't want to go into specifying how the IHACC was funded for sake of simplicty.

OOC: I'm not sure whether the wording quite makes it illegal for trying to amend the 'WA General Fund' resolution,instead of just counting as giving the Fund an additional role (which would be legal) instead, although I strongly suspect this to be the case: Anyway, the reference to 'NS dollars' is illegal for Meta-gaming... and the sum mentioned, especially as it's apparently the amount to be donated by all of the WA's membership combined rather than to be donated separately by each of them, is simply ridiculous in terms of the proposal's supposedly 'Significant' strength...
