I need everyone to vote for my proposal

I need your vote for my proposal and I need you to tell other nations to vote for it so it can pass and we can rule the earth. here it is:
All nations must have an inspection by anouther nation. You see, a power creation fluke could cause bad things in anouther nearby country. All types of energy and utility including but not limited to, oil, natural gas, water, hydroelectricity and exspecialy nuclear. Now, any country can bring in a team to investigate anouther coutry's utility and power. If the team finds anything wrong or dangerous, like a nuclear plant that could go meltdown, water close to an electrical plant or any other problem like that, the power/utility will either be a:condemed and torn down to be replaced by anouther b:condemed so that until all problems are fixed and the inspection team comes back to approve again C:fine the country 10million$ (if you pay this fine to a country before the inspection and they except it they can not come in but the country must except your bribe) D:if bad enough hand over to the security council E:all of the above. The nation in charge of inspection can choose which punishment is appropriate. If a nuclear meltdown or other disaster happened while the team was in the country, regardless of wheather it was the fault of the country being inspected or if the team was harmed, the country's entire power and utility systems will be condemed until further notice and the matter shall be given to the security council. I urge you to pass this law before an oil spill happens in our gulf, a nuclear meltdown happens on our borders, a huge fire takes our forests or other things. please if only if for the reduced emissions

The problem is that this proposal, mainly with section D violates the no metagaming rule. Also, the lack of line breaks make the description hard to understand.

On behalf of Reich 1 - yea I am not being posting by using Reich 1 mainly cos I dont want to keep loging on/ out - and I only use it to influence WA decision... anyway...

The Republic of Quadrimmina will sooner wage war with the entire World Assembly than accept this resolution and allow a member of another nation to enter our sovereign borders to inspect anything. This proposal is a gross injustice and must be condemned.

I already know the history of this member and more specifically this proposal and it's inherent (right word?) relationship with the General Assembly. Like my counterparts, I too respectfully say 'no' to this bill. Instead of copying and pasting from a close thread, howsabout you write some new laws. Some new laws that are helpful and controversial, not idiotic rule-breaking ones. I mean proposing something against the rules in good heart is fine. Hell, not knowing the rules is fine to a certain extent. But it has been made explicitly clear to you before this occasion that this is against the rules.
