If every element was included in this proposal, would the ambassador support it?

This delegation would not support such a proposal no, but not on any basis of principle but rather cost, the logistics of equally distributing, coordinating and transporting every known element would see costs that the general fund would have to adsorb spiral out of control and as a result each WA Nation would have to contribute an ever increasing amount of taxes, such a proposal would be unsustainable from a cost perspective. Also the practical logistics needed within each Nation to facilitate such legislation would see the administration workload overflow.

While it is understood that Bismuth subsalicylate** (clearly) contains Bismuth, such a product is not essential enough to warrant a proposal devoted entirely to Bismuth.

I stand opposed.

** Drug Information Fact, for those who are wondering what on EARTH (or what in SPACE) is Bismuth subsalicylate. Answer? Pepto Bismol! The fact that salicylates, including Pepto, may cause a very serious condition that often affects children is an additional reason why Bismuth is not worthy of this sort of international support or recognition.

Although perhaps a condemnation would be in order? (Of Salicylates, obviously.)

well done sir, your incessant questioning and desire to know the truth was just to powerful for my weak proposal. Your great questions totally demolished any merit that was left in the Bismuth Articles. I have lost, you have won. Now, like you said, this proposal fades into history...

You have certainly done the WA a favor and should be recognized for your grand deeds. Perhaps a medal made of Bismuth is suitable for your valiant efforts
