NOTING that being happy is considered a good thing, and

REALISING that this Assembly has the ability to force its will, no matter how impractical,

THE WORLD ASSEMBLY,

MANDATES that all citizens in all member nations shall be happy, and

PUNISHES insufficient happiness with termination.

It would not. People would still have the "right to express their personal, moral, political, cultural, religious and ideological views freely and openly, without fear of reprisal", as long as they were happy.

The only way happiness can be enjoyed is if at times there are sad times, if everyone was happy all the time it would cease to be "happiness" as there is nothing to have it compared to, it would become the normal way of life with no contrast in experiences.

If they say they are unhappy, they are terminated, then? How is that not reprisal?

This simply must be changed to "All those above the age of 18 must be happy" or I cannot vote in favour, and in fact, will protest by frowning.
