[Submitted] Educational Credit Equivalency Act

The General Assembly,

Recognizing the pivotal role of secondary and higher education in fostering global economic development, scientific progress, and mutual international understanding,

Acknowledging that students seeking international study frequently face significant bureaucratic barriers, uncredited coursework, and redundant academic requirements when transferring between educational systems,

Desiring to establish an efficient, opt-in framework that facilitates the voluntary recognition of academic credentials without interfering with the sovereign right of member states to set their own domestic educational curricula;

Hereby enacts as follows:

Section 1: Definitions and Scope
"Higher Education Institution (HEI)" refers to post-secondary universities, colleges, and vocational institutions accredited by a participating member state's competent educational authority.

"Academic Credit" refers to the standardized unit used by an HEI to measure student learning hours, coursework volume, and academic achievement.

Scope: Participation in the programs established under this resolution shall be strictly voluntary for member states and individual educational institutions.

Section 2: Student Academic Credit Transfer Accord
Establishment: The Academic Credit Transfer Accord (ACTA) is hereby created as a voluntary framework under the auspices of the World Assembly to streamline credit recognition between participating nations.

Equivalency Framework: Participating member states agree to establish a transparent credit conversion scale based on learning outcomes and student workload hours to evaluate coursework completed at foreign HEIs.

Credit Recognition: Participating member states shall require their public HEIs to recognize and evaluate academic credits earned by transfer students at accredited foreign HEIs operating within the ACTA framework, subject to standard course prerequisite requirements. In addition, there must be proof of completed credit hours by coursework and exams taken throughout the academic year.

Section 3: Information Clearinghouse and Transparency
Educational Registry: The World Assembly Secretariat shall maintain a publicly accessible digital registry listing:
a. Participating member states and accredited HEIs operating under ACTA;
b. Standardized credit equivalency tables and conversion guidelines;
c. Contact information for national educational accreditation boards.

Transcript Verification: Participating HEIs are encouraged to issue standardized, verifiable electronic academic transcripts upon request to expedite cross-border student admissions.

Section 4: Educational Standards and Fraud Prevention
Accreditation Authority: Participating member states reserve the exclusive right to determine which domestic institutions qualify as accredited Higher Education Institutions (HEIs) under this framework.

Fraud Safeguards: Host institutions are not required to accept credits from unaccredited entities, nor are they compelled to accept coursework that fails to meet minimum passing grade thresholds set by the host nation.

Curricular Sovereignty: Nothing in this resolution shall empower any external body to dictate, alter, or regulate domestic academic curricula, degree requirements, or institutional admission criteria.

Section 5: Sovereignty and Institutional Autonomy
Domestic Authority: Nothing in this resolution shall be construed as limiting or interfering with a member state's sovereign right to regulate its own domestic education system, public universities, or civil service requirements.

Admission Rights: Participating institutions retain absolute discretion over their own student enrollment caps, admission criteria, and academic prerequisite validation.

Under Accordance with the above, National Governments are NOT allowed to send students across national borders in order to spy/gather intelligence on other nations. Any government found to be using students to spy on other nations will therefore be in violation of this Act and will be disqualified from Participating in this program.

Why would we be doing this?

Also, isn't the title a bit misleading since the act seems to be creating a database?

The name makes it sound like you are trying to standardize education practices instead of simply creating an exchange rate. Perhaps naming it something along the likes of 'educational credit equivalency act' or 'educational credit exchange'

As for how the act would deal with vastly different educational models is the real question. For example a nation that only records test scores as their measure and otherwise has no concept of credit hours or course work outside of the pass/fail test. Or a nation that has an entirely different scale for credits needed per degree.

Or in the very odd case of my nation where educational credits are currency and can be spent and traded freely between citizens.

If an educational institution does not track hours and instead grants a fixed credit amount for test evaluation only would the system allow for such a conversion if nation A gave credit per three hours so 30 hours is 10 credits, but nation B on a passed test just granted those 10 credits disregarded time spent in class or on course work?

Im a hole poker, not nearly as good at closing them though. As the proposal is creating a voluntary group and not mandating how the group operates outside definition of terms. It can probably be safely ignored and left to interpretation with little to no ill effect.
