Knowing that member states face many threats,
Unwilling to form a full defensive pact between its members, due to national security concerns, bad financing incentives and national sovereignity issues,
Aware, however, of threats that transcend ordinary threats,
Yearning to prevent member states from financing enemies of the World Assembly,
the World Assembly resolves:
- Any state willingly supporting or performing an armed attack in or on the World Assembly Headquarters is an enemy of the World Assembly.
- Any state declaring war against the World Assembly is an enemy of the World Assembly.
- Any state that attempts to, or succeeds in, making uninhabitable or destroying planets including (destroyed) World Assembly nation is an enemy of the World Assembly.
- Any state that continues to develop, or uses, uncontrollable biological weapons aimed at destroying species vital for the health of a planet or nation, or sapient species, is a permanent enemy of the World Assembly. Member states are urged and allowed to perform any action necessary to prevent the usage of these biological weapons. The credibly apparent necessity of such an action is a total defense against any criminal or civil proceedings, but whoever willingly engages in deception aimed at simulating such necessity is guilty of all criminal offenses resulting of this deception, and cannot claim credibly apparent necessity as a defense.
- The World Assembly is at war with nations who are enemies of the World Assembly. This does not necessarily extend to individual member nations.
- The state of war against a permanent enemy of the World Assembly ends when that state ceases to exist, or is defeated by a member state and its territory is subsequently integrated in that member state and/or other states who are not enemies of the World Assembly; or if it is defeated by a member state, and subsequently administered temporarily by a member state or member states until the enemy state is very unlikely to engage in any of the acts leading to a state becoming an enemy of the World Assembly.
- The World Assembly General Committee shall be created. It shall be staffed by one delegated person for each member state adopting this resolution who share decision-making power per majority vote, and necessary staff not having final decision-making power.
- The World Assembly General Committee shall be tasked with any duties of the World Assembly not delegated to another World Assembly organ, such as committees or courts.
- The World Assembly General Committee shall be tasked with making peace treaties(upon request) with enemies of the World Assembly who are not permanent enemies. Such peace treaties shall demand restitution by the offending state, including an additional fine, and political changes that reduce the chances of it happening again. A successful peace treaty ends the status as enemy of the World Assembly.
- Other WA member states and organs of the World Assembly are banned from allowing trade with, and giving aid to, enemies of the World Assembly(This does not include the World Assembly General Committee making peace treaties).
- Being a World Assembly member nation does not prevent that nation from being an enemy of the World Assembly, however, World Assembly nations are prohibited from trying to become an enemy of the World Assembly.
