1. For the purposes of this resolution:
   
   1. "Archival record" shall mean any document, manuscript, inscription, image, recording, digital file, database, or other recorded information possessing historical, cultural, scientific, linguistic, governmental, or similar significance;
   2. "Preservation copy" shall mean a reproduction created to safeguard an archival record's survival and accessibility;
   3. "Rights-holder" shall mean a member nation exercising lawful authority over an archival record, or a community, institution, organization, or individual possessing lawful ownership or custody of an archival record not held under the authority of a member nation;
   4. "Preservation Deposit" shall mean a preservation copy voluntarily entrusted to the World Archive Network.
2. The World Archive Network (WAN) is established to preserve archival records and shall:
   
   1. develop preservation standards;
   2. facilitate creation, authentication, and maintenance of preservation copies;
   3. assist members and rights-holders in identifying vulnerable records;
   4. facilitate exchange of archival expertise and technology; and
   5. maintain a register of Preservation Deposits.
3. WAN shall establish or designate geographically separated repositories for Preservation Deposits, which shall:
   
   1. employ appropriate physical, environmental, and technological safeguards;
   2. maintain geographical redundancy against repository failure;
   3. verify the integrity and accessibility of Preservation Deposits; and
   4. mitigate technological obsolescence.
4. Participation shall be voluntary, and:
   
   1. no member nation shall be required to submit an original record;
   2. submission shall not transfer ownership, sovereignty, or other lawful rights;
   3. WAN shall not determine ownership or supersede a rights-holder; and
   4. requests concerning state-held records shall be made by the member or its designated authority.
5. Preservation Deposits shall remain subject to lawful access restrictions established by their rights-holders, including privacy, cultural sensitivity, religious significance, or national security.
   
6. A Preservation Deposit may be withdrawn only upon request of its rights-holder, and:
   
   1. for state-held records, such request shall be made by the member or its designated authority;
   2. WAN shall cease maintaining the Deposit and destroy or render irrecoverable its copies insofar as practicable.
7. Where an archival record faces an imminent threat of destruction or inaccessibility:
   
   1. the rights-holder may request emergency assistance;
   2. for state-held records, such request shall be made by the member or its designated authority;
   3. WAN shall, where reasonably practicable, assist in creating, transferring, or preserving copies.
8. Where a participating collection has been destroyed or rendered inaccessible:
   
   1. its rights-holder may request applicable Preservation Deposits;
   2. for state-held collections, such request shall be made by the member or its designated authority;
   3. WAN shall, where reasonably practicable, provide copies and technical assistance for restoration.
9. Priority shall be given to records that:
   
   1. possess exceptional historical, cultural, scientific, linguistic, religious, or governmental significance;
   2. are vulnerable to technological obsolescence;
   3. face substantial risks from conflict, disaster, environmental degradation, or other catastrophic loss; or
   4. document the history, language, traditions, or institutional continuity of vulnerable communities.
10. WAN shall establish and periodically review standards concerning physical and digital preservation, format migration, authentication, provenance, and recovery following catastrophic loss.
    
11. WAN shall publish periodic reports concerning archival preservation, significant threats, and developments in preservation technology.

5. Preservation Deposits shall remain subject to the lawful access restrictions established by their rights-holders, including restrictions arising from:
   
   1. privacy;
   2. cultural sensitivity;
   3. religious significance; or
   4. national security.
6. A Preservation Deposit may be withdrawn from WAN only upon the request of its rights-holder, and:
   
   1. where the relevant archival record is held under the authority of a member nation, such withdrawal shall be requested by that member nation or by an authority designated by that member nation;
   2. WAN shall cease maintaining the Preservation Deposit upon such request;
   3. WAN shall destroy or render irrecoverable copies of the withdrawn Preservation Deposit held under its authority, insofar as reasonably practicable;
   4. withdrawal shall not alter ownership or other lawful rights over the original archival record or its contents.
7. Where an archival record or collection faces an imminent and credible threat of destruction, severe deterioration, or permanent inaccessibility:
   
   1. the relevant rights-holder may request emergency assistance from WAN;
   2. where the relevant archival record is held under the authority of a member nation, such request shall be made by that member nation or by an authority designated by that member nation;
   3. upon such a request, WAN shall, where reasonably practicable, assist in the rapid creation, secure transfer, or preservation of copies of the endangered records;
   4. emergency preservation measures shall not alter ownership or otherwise diminish the lawful authority of the relevant rights-holder.
8. Where an archival collection participating in WAN has been destroyed or rendered permanently inaccessible:
   
   1. its rights-holder may request the release of applicable Preservation Deposits;
   2. where the relevant archival collection was held under the authority of a member nation, such request shall be made by that member nation or by an authority designated by that member nation;
   3. WAN shall, where reasonably practicable, provide such copies and relevant technical assistance for the purpose of restoring the affected collection;
   4. the release of a Preservation Deposit shall remain subject to any lawful restrictions established by its rights-holder.
9. In administering the Network, priority shall be given to records that:
   
   1. possess exceptional or irreplaceable historical, cultural, scientific, linguistic, religious, or governmental significance;
   2. are maintained in formats vulnerable to technological obsolescence;
   3. are located in areas exposed to substantial risks of armed conflict, natural disaster, environmental degradation, or other catastrophic loss; or
   4. document the history, language, traditions, or institutional continuity of communities whose records are particularly vulnerable to permanent loss.
10. WAN shall establish and periodically review standards concerning:
    
    1. the physical preservation of archival media;
    2. digital preservation and migration between obsolete and current formats;
    3. authentication and verification of preservation copies;
    4. documentation of provenance and chain of custody; and
    5. the recovery of preserved records following catastrophic loss.
11. WAN shall publish periodic reports concerning the general state of archival preservation, significant threats to the survival of archival records, and developments in preservation technology and practice.

The GA has zero authority over non WA members. This clause is attempting to enforce this proposal upon non-WA Member States.

"where such action is reasonably necessary to create, maintain, verify, or restore the Preservation Deposit." No. If my own people burn down the history of a past failed experiment, or such, of ours, and we don't want you to save it, you don't get to. Example: In the WH40k book Unremembered Empire, Guilliman creates a backup Imperium. If somebody in the current Imperium finds out he did this, he'd be executed for treason. If an event from the past, such as the beforementioned one, is too dangerous to let exist, and we want to destroy it, we will. I can see how some might argue that 4a nullifies this, but if we consent to something being preserved, then later wish it destroyed. 8a might also invalidate my argument, but the proposal specifies "Release". This means any terrorist could walk up, show their citizenship, and release damaging documents.

I'm AGAINST, mostly because this proposal attempt to govern Non-WA Members.

EDIT: I am all for the idea of preserving history, but at the current moment, with the flaw's I've pointed out above, this proposal is not the way to do it.
