1. Mandates all member nations to outfit municipal buildings and public transit hubs with ceiling-mounted grab handles, weighted floor-harnesses, and quick-deploy velcro footwear in areas prone to micro-gravitational fluctuations;
2. Requires urban planning departments to install clear signage designating overhead pedestrian lanes to avoid mid-air collisions whenever localized floor-to-ceiling inversions occur;
3. Establishes the World Assembly Office of Gravitational Recalibration (WAOGR) to dispatch emergency anchor kits, heavy sandbags, and suction-cup equipment to affected municipalities within four hours of a reported anomaly;
