INTERNATIONAL FARMERS AND FISHERFOLK COMPENSATION PROGRAM (IFFCP)

RECOGNIZING that farmers and fisherfolk are indispensable to the maintenance of global food security, economic development, poverty alleviation, and social stability;

ACKNOWLEDGING that natural disasters, climate change, environmental degradation, disease outbreaks, market disruptions, and armed conflicts continue to impose severe economic and social burdens upon agricultural and fisheries communities across the world;

CONCERNED that the absence of comprehensive compensation and recovery mechanisms exposes millions of food producers to prolonged hardship, undermining both local livelihoods and the resilience of global food systems;

AFFIRMING that the international community bears a shared responsibility to support those whose labor sustains the nutritional, economic, and developmental needs of present and future generations;

The World Assembly hereby calls upon Member States, international organizations, financial institutions, development partners, and other relevant stakeholders to support the establishment and implementation of the International Farmers and Fisherfolk Compensation Program (IFFCP).

The IFFCP shall serve as a coordinated international mechanism for the provision of compensation, recovery assistance, and resilience-building support to farmers and fisherfolk who suffer losses as a result of circumstances beyond their control. The Program shall seek to ensure that food producers are afforded adequate protection against economic devastation and are provided the means necessary to restore their livelihoods and productive capacity following crises and emergencies.

Objectives

The program shall endeavor:
    • To provide timely, equitable, and accessible compensation for verified losses sustained by farmers and fisherfolk.

    • To safeguard the continuity of agricultural and fisheries production in support of global food security.

    • To strengthen the economic resilience of rural, coastal, and food-producing communities.

    • To facilitate the rehabilitation and restoration of damaged farms, fisheries, vessels, equipment, livestock, and other productive assets.

    • To promote sustainable, climate-resilient, and environmentally responsible agricultural and fisheries practices.

    • To ensure that small-scale producers, indigenous communities, women, youth, and other vulnerable populations receive adequate consideration and support.

    • To encourage international cooperation and collective action in addressing challenges affecting food production systems.

    • To establish transparent, accountable, and efficient mechanisms for the administration and disbursement of compensation and assistance.

Program Structure

The Program shall be administered through the following committees:
    1. Compensation and Recovery Committee (CRC)

    Responsible for the assessment, verification, and adjudication of claims; the determination and disbursement of compensation; and the coordination of recovery, rehabilitation, and livelihood restoration initiatives.

    2. Sustainability and Community Development Committee (SCDC)

    Responsible for advancing climate adaptation and resilience measures, promoting sustainable agricultural and fisheries practices, supporting community development initiatives, strengthening food security efforts, and facilitating coordination with international partners and stakeholders.

    3. Financial Integrity and Accountability Committee (FIAC)

    Responsible for financial administration, budgetary oversight, auditing, compliance monitoring, transparency measures, and the investigation of fraud, abuse, corruption, and misuse of Program resources. The Committee shall ensure that all funds are utilized solely for their intended purposes and in accordance with established regulations.

    4. Research and Innovation Committee (RIC)

    Responsible for data collection and analysis, risk assessment, policy research, technological advancement, monitoring and evaluation activities, and the development of innovative solutions aimed at enhancing the long-term resilience of agricultural and fisheries sectors

Call to Action

The World Assembly therefore calls upon all Member States to:
    • Recognize the urgent necessity of establishing an international mechanism dedicated to the protection and recovery of farmers and fisherfolk affected by crises and disasters.

    • Support the adoption, implementation, and continued development of the International Farmers and Fisherfolk Compensation Program (IFFCP).

    • Cooperate in the formulation of fair, transparent, and effective compensation frameworks capable of addressing diverse regional and national circumstances.

    • Contribute technical expertise, institutional support, and financial resources necessary for the successful operation of the Program.

    • Strengthen international collaboration in the promotion of food security, sustainable agriculture, resilient fisheries, and rural development.

    • Ensure that vulnerable food-producing communities are afforded meaningful protection, assistance, and opportunities for recovery.

    • Uphold the principle that those who provide food for the world's population should not be left to bear alone the consequences of disasters, crises, and other circumstances beyond their control.

The adoption of this proposal shall represent a collective commitment by the international community to strengthen food security, protect livelihoods, promote resilience, and advance sustainable development. Through the establishment of the International Farmers and Fisherfolk Compensation Program, the World Assembly affirms its determination to safeguard the welfare, dignity, and economic security of farmers and fisherfolk as essential contributors to global prosperity and human well-being.

I think it should be worded more like a call to action and genuine proposal for something. Because much of it currently reads like a description of something that already exists.

The food that sustains bakers, mechanics, construction workers, sanitation engineers, and nearly every other profession comes from the hard work of farmers and fisherfolk.

That's why this proposal prioritizes them.

As for funding, it would be financed through Member State contributions and international partners, much like existing disaster relief programs.

The real question is: can we afford to let those who feed the world recover alone?

Why must farmers and fishers be compensated? Does this compensation extend to intensive agriculture and industrial fisheries or is it strictly limited to small, family owned businesses? Why is this considered the business of the GA? Can some bureaucrat in the GAHQ be considered more competent in ascertaining what constitutes "compensation" to farmers than their democratically elected representatives? I have more questions but am tired and can't think clearly.
The United States of North America, consisting of a legal(ish) union between the US and Canada in the aftermath of WWIII. Mexico may or may not have been "strongly urged" into joining too. Colloquially known as Greater North America, United States, or USNA.

Thank you for the questions,

Farmers and fisherfolk are compensated because catastrophic losses to food production affect not only individual livelihoods but also food security and economic stability. The proposal is intended as disaster recovery assistance, not a guarantee against normal business risks.

The Program primarily prioritizes small-scale, family-owned, and community-based producers, who are often least able to recover from major losses. This can be further clarified in future drafts.

As for the General Assembly's role, food security is an international concern. The proposal does not give bureaucrats authority over national governments. It establishes a framework for cooperation and support, while compensation decisions and implementation remain largely with participating member states.

AFFIRMING that the protection of farmers and fisherfolk is not merely a domestic concern, but a matter of food security, humanitarian cooperation, sustainable economic development, and global resilience;


    a. WHEREAS, farmers and fisherfolk provide the raw agricultural resources
    upon which every nation, economy, and society depends on;

    b. WHEREAS, disruptions to agricultural and fisheries production affect national and international food security, economy;

    c. WHEREAS, small-scale, family-owned, subsistence, municipal, artisanal, and community-based farmers and fisherfolk are devastatingly affected by extraordinary circumstances beyond their control and often lack sufficient insurance and recovery mechanisms;

    d. WHEREAS, climate-related disasters continue to increase in severity and frequency, posing as significant threats to the agricultural and fisheries communities around the world.

OBJECTIVES:
    1. To provide timely and equitable compensation for verified catastrophic losses resulting from extraordinary circumstances beyond the reasonable
    control of beneficiaries.

    2. To strengthen global food security through the rapid recovery and sustainable development of agricultural and fisheries production.

    3. To reduce the economic vulnerability for agriculture and fisheries communities.

    4. To support the rehabilitation of the agricultural sector following disasters and emergencies.

    5. To strengthen international cooperation in protecting food producers and ensuring resilient food systems.

    6. To promote accountability, transparency, and efficiency in the implementation of recovery assistance.


ELIGIBILITY:

The following are eligible for recovery assistance:

    1. Small-scale and family owned farms.

    2. Municipal and community-based
    farmers and fisherfolk.

    3. Indigenous agricultural and fisheries communities.

    4. Agricultural and fisheries cooperatives primarily composed of small producers

    5. Farmers and fisherfolk operating in disaster-prone, climate-vulnerable, and areas of armed conflict.

    6. Large scale commercial agricultural enterprises and industrial fishing operations shall not be eligible for compensation execpt on the authority of the World Assembly in response to exceptional humanitarian, global economic and food security emergencies.


QUALIFYING CIRCUMSTANCES:

Compensation shall be provided for the following verified losses and damages:

    1. Natural disasters including typhoons, droughts, floods, fires, earthquake, volcanic eruptions, and storm surges.

    2. Major disease outbreaks affecting human capital, crops, and livestock

    3. Environmental disasters such as large-scale pollution incidents affecting food production.

    4. Armed conflicts and humanitarian emergencies that significantly affect agriculture and fisheries activities.


FUNDING:

The program shall be financed through:


    1. Voluntary contributions from participating Member States.

    2. Contributions from international development institutions, humanitarian organizations, and multilateral partners.

    3. Grants, donations, and other lawful contributions from approved entities.

    4. Emergency funding appeals during major international food-security crises.


Establishment of the Farmers and Fisherfolk Assistance, Recovery and Monitoring Agency (FFARMA):


The program shall be administered by the Farmers and Fisherfolk Assistance, Recovery, and Monitoring Agency (FFARMA) which shall serve as the principal coordinating, oversight, and support body of the International Farmers and Fisherfolk Compensation Program (IFFCP).


FFARMA shall have the following committees:

1. Compensation and Recovery Committee (CRC)

Responsible for establishing international compensation guidelines, coordinating recovery planning and implementation, Verification of claims and distribution of compensation shall remain under the authority of competent national agencies.


2. Sustainability and Development Committee (SDC)

Responsible for promoting climate resilience, sustainable agriculture and fisheries, food security initiatives, and long term recovery strategies.

3. Financial Integrity and Accountability Committee (FIAC)

Responsible for financial oversight, auditing, transparency measures, compliance monitoring, and investigating fraud, corruption, abuse, and misuse of program resources.

Any individual, organization, and cooperative known to have submitted fraudulent claims, misappropriated program funds, or otherwise abused the program shall be subject to program reparations, perpetual disqualification from future assistance,
and referral to the appropriate national authorities for investigation and prosecution.


4. Research and Innovation Committee (RIC)

Responsible for research, data collection, technological innovation, risk assessment, monitoring and evaluation,
and the development of best practices to ensure strong and resilient agricultural and fisheries systems.


The adoption of this proposal shall reaffirm the collective commitment of the international community to protect those whose labor sustains humanity, strengthen global food security, promote resilience against future crises, and ensure that farmers and fisherfolk facing extraordinary hardship are not left to recover alone.

The first and second drafts were entirely written by me for your information, I even asked for assistance from one of my teacher's who happens to be
in charge of our Model UN, so whatever you see from the first and second draft came from direct recommendations and shared ideas.

And I would like to add that coming from my experience as a journalist in my school, even fully handwritten and enconded articles, even with the supervision of a teacher or coach, came out as highly AI-Generated. So to clear everything up, yes I did write both drafts without any AI tools.

As for the second draft, I apologize if I replied it instead of posting another thread, my device lagged.

The first and second drafts were entirely written by me for your information, I even asked for assistance from one of my teacher's who happens to be
in charge of our Model UN, so whatever you see from the first and second draft came from direct recommendations and shared ideas.

And I would like to add that coming from my experience as a journalist in my school, even fully handwritten and enconded articles, even with the supervision of a teacher or coach, came out as highly AI-Generated. So to clear everything up, yes I did write both drafts without any AI tools.

As for the second draft, I apologize if I replied it instead of posting another thread, my device lagged.

Even in the event that you did write it yourself, this draft suffers from a lot of cliches found in AI writing (xyz lists, sectioning). If you want to be taken seriously, clean up some of the bulk of the proposal into something more clear and in line with the standards found in passed resolutions from the chamber.
