[DRAFT #1] World Assembly Fiscal and Administrative Act

Postby The Galactic Supremacy » Sat Jul 25, 2026 6:08 am

GA#1 "Daybreak" recognises the necessity of maintaining infrastructure for the execution of this Assembly's functions, including funding mechanisms.

Our draft intends to supply the mechanism GA#1 envisions.

World Assembly Fiscal and Administrative Act

Proposed by: The Galactic Supremacy

The General Assembly,

Recalling that GA#1 "Daybreak" recognises the necessity of maintaining infrastructure for the execution of this Assembly's functions, including funding mechanisms;

Observing that this Assembly has established bodies and charged them with continuing duties without establishing any means by which those duties are financed, and that further such bodies are in contemplation;

Affirming that taxation and public expenditure are reserved to member nations, and that nothing herein imposes a tax upon any member nation or upon any person;

Hereby enacts as follows:

1. Establishes the World Assembly Consolidated Fund, from which the expenses of bodies established by this Assembly shall be met.

2. The Fund shall be constituted from:

  1. contributions assessed upon member nations that have adopted this resolution, in accordance with clause 3;
  2. voluntary contributions from any member nation;
  3. revenues lawfully generated by bodies established by this Assembly.

3. Assessed contributions shall be determined by a schedule published annually, calculated by reference to the relative economic capacity of adopting members, and shall not exceed such proportion of a member's economic output as this Assembly may determine. An adopting member unable to meet its assessment may apply for deferral or reduction, which shall be granted where hardship is demonstrated.

4. Establishes the Office of the Treasurer, which shall administer the Fund, prepare and publish an annual estimate of the requirements of each body established by this Assembly, and publish audited accounts of receipts and expenditure.

5. No body established by this Assembly shall incur expenditure exceeding the amount appropriated to it from the Fund.

6. Where receipts are insufficient to meet appropriations, the Office of the Treasurer shall reduce appropriations proportionately, save that sums appropriated for humanitarian and emergency functions shall be reduced last.

7. The Office of the Treasurer shall have no power to compel payment by any member nation, and a member nation in arrears shall not by reason of those arrears lose any right of participation in this Assembly.

8. Nothing in this resolution authorises the World Assembly to levy a tax, to impose a charge upon any person, to borrow, or to require a member nation to alter its domestic fiscal arrangements.

I would welcome views from the authors of proposals presently in the queue that contemplate expenditure.

GA#1 clause 4 recognises that the WA must maintain infrastructure including administrative bureaucracy and funding mechanisms. Do people read that as already sufficient, or as requiring implementation?

We believe that this proposal:
  • establishes a mechanism beneficial to international cooperation for collective prosperity of the WA members;
  • collects fund in consideration to the capacity of each member under the basis of volunteerism, or from member nations willingly adopting the resolution (if passed), while not compelling or punishing nations exercising their right to refuse; and
  • does not infringes the sovereignty of member nations.
We therefore support this proposal, at the very least until other members provide further insights which may reveal unnoticed loopholes or weakness of this proposal.

The Office of the Treasurer shall have no power to compel payment by any member nation, and a member nation in arrears shall not by reason of those arrears lose any right of participation in this Assembly.

In other words, nobody will pay their quota. *gestures at Articles of Confederation*
The United States of North America, consisting of a legal(ish) union between the US and Canada in the aftermath of WWIII. Mexico may or may not have been "strongly urged" into joining too. Colloquially known as Greater North America, United States, or USNA.

A second draft will be published in due course.

After long deliberation, our delegation has concluded that a second draft is not necessary. In the extremely rare and extremely unlikely case that no member WA state pays their quota (quite absurdly including Secretariat states and the vast mass of WA delegate states), the Consolidated Fund simply shrinks, and so do the funded activities of the WA, in a linear fashion. This is, in fact, a sounder fiscal model than a WA that can bankroll itself on debt and interest and become captured by other interests. Our arrangement is also superior to a WA that pretends to be funded and functioning, or a WA that is funded through disorganised or bespoke means, which is what appears to be the case.

The intended effect of our proposal is that: (1) the WA gains a real and functional fiscal apparatus; and (2) the WA becomes fiscally responsive to the confidence of its constituent member states. We strongly believe that the current draft is sufficient in acieving these objectives.

We propose:

1) A hard percentage cap on dues not to exceed 10% relative to assessed national output

2) A mechanism for disputing the assessment of national output

3) Requiring an assembly vote on any reapportionments

We thank the delegation from Snowhuda for its recommendations. We are diligently reviewing them before offering a full response, and very likely a newer draft.

We have moved to adopt the first two but with changes to the rate. After more deliberation, we have found your delegation's third suggestion to be untenable for logistical reasons.

The Delegation of the Several States counters for a revised item 3

3) The Treasury may not increase or reapportion dues within the same financial period such change is adopted

A mundane one for me, I would say that it’s well written but I’m very liberal on that term.

AYE because I need more resolutions that will not wreck my stats.
