[Draft] Tobacco Trade Act

Explanation forthcoming once my migraine goes away. Just wanted to throw it out there to get brain juices flowing.

The World Assembly,

Acknowledges the right of nations to regulate their internal affairs; however, believing this Assembly has the power to regulate international commerce, while affirming its commitment to promoting world health, resolves the following:

1. Defines the following:
a. Tobacco product as any commodity, intended for consumption, manufactured with tobacco or tobacco derivatives
b. Synthetic nicotine product as any commodity, intended for consumption, manufactured with lab created nicotine

2. a. The international trade of tobacco and tobacco products is prohibited.
b.The international trade of synthetic nicotine products is prohibited.
c.This resolution shall not be so construed as to prohibit any nation from producing tobacco, tobacco products, or synthetic nicotine products for domestic consumption.

3. a. The use of nicotine in pesticides is prohibited.

I have doubts that this would meaningfully reduce tobacco and feel that this is a roundabout and ineffective way of doing so

A blanket prohibition will only encourage a black market. And is also a breach of an individual nation's sovereignty. If a nation is dependent on tobacco exports for their economy this proposal would force them into collapse.

Somewhat reiterating the above concerns, can you explain why this should be legislated on a world level, and not domestically? Without the justification, it seems like a blatant overreach that would lead to little to no positive changes.

Your acknowledgement of domestic affairs is completely overridden by your blanket prohibition, and I sincerely doubt such a prohibition would pass in the current WA.
