The General Assembly,
Recognizing the usage of silencers to facilitate violent crimes using firearms, as well as their increased usage,
Noting that the distribution of sound suppressors are largely unregulated despite efforts of individual states,
Acknowledging that the establishing of a universal ban concerning silencers would create both an international convergence of regulations and a global decrease in firearm violence,
Hereby enacts as follows:
a. The term "silencer" will be defined as an accessory of a firearm, most commonly a device attached to the muzzler, which blocks the noise of a gunshot;
b. The creation, distribution, sale, or possession of a silencer by any individual is prohibited by member-states;
c. The creation of the Firearm Regulations Committee (FRC), founded regarding the aid of member-states in enforcement of firearm-related resolutions. The FRC shall operate under these obligations as listed below, although it shall not have the powers to directly compel individual member-states:
- 1. Establish and update the regulations on silencers and further firearm resolutions passed by the World Assembly;
- 2. Organize and cooperate with member-states with attempts to adopt these resolutions, although the only scenario in which the FRC is able to fully compel a member-state is through the World Assembly;
- 3. Provide facilitation of resources that allow for multiple member-states to coordinate parallel enforcements, if necessary to prevent the spread and reach of silencers;
