The World Assembly,
Recognizing the importance of foreign aid during international crises.
Concerned that foreign aid may be mismanaged, diverted from its intended purposes or distributed ineffectively,
Hereby defines:
“Foreign Aid” as when donor nations provide recipient nations with helpful resources including but not limited to: food, water, shelter, weapons, medical care, financial assistance, support for rebuilding essential public systems, and restoring civilian life.
“Humanitarian Aid”, in contrast to the previously defined foreign aid, as when donor nations provide recipient nations with resources strictly confined to the improvement of quality of life, such as food, water, shelter, and medical care. Weapons and non-essential monetary aid are strictly forbidden from being classified as humanitarian aid. Monetary aid must be given for the explicit use of helping civilians for it to be classified as humanitarian aid.
“International Crises” as a sudden situation that causes a massive negative impact on a member state such as natural disasters, armed conflicts, famines, outbreaks of disease and other humanitarian emergencies.
Establishes the Foreign Aid Assistance Commission (FAAC) to:
- Encourage cooperation between member states who have the ability to provide and member states who need humanitarian aid received during time of international crises,
- Develop and Publish informative guidelines and recommendations for member states that concerns the effectiveness, distribution, and use of foreign aid,
- Create a discretionary registry made of foreign aid reports submitted by member states to be used for future research and development,
- Provide, upon request of a member state, consultative assistance concerning the administration, distribution, and effective use of foreign aid
Hereby enacts the following:
- In the event of an international crisis, member states are encouraged to send Humanitarian Aid to rebuild cities and towns in another member state in order to promote growth and restore damaged infrastructure, essential public systems, and civilian well-being that have been impacted.
- Member states are encouraged to submit voluntary reports concerning foreign aid received and its general use to the Foreign Aid Assistance Commission.
- Member states are required to differentiate foreign aid from strictly humanitarian aid in documents submitted to the Foreign Aid Assistance Commission.
