
Preamble
We, the undersigned governments, united in a desire to encourage positive contribution, foster an encouraging environment, and protect landmark legislation, grant assent to the following as members of this Sunrise Pact.Title 1: Mandate and Governance
Article 1
- The Sunrise Pact, otherwise referred to "the Pact" herein, is established with the following intentions:
- To create a positive and encouraging environment for new General Assembly authors, of which is defined as an author not yet having written more than three (3) General Assembly resolutions which have reached vote;
- To expand the World Assembly representation of the signatory governments;
- To assist in addressing the recent bureaucratic backlog in the General Assembly;
- To oppose bureaucratic overreach into the affairs of nations; and
- To protect resolutions foundational to the procedures of the General Assembly.
Article 2
- The Sunrise Pact will be led by the President of the Sunrise Pact, one of the two Executive Officers.
- The President is tasked with the following:
- Ensuring smooth operations in the pact's day-to-day tasks, including overseeing votes on binding recommendations;
- Settling disputes relevant to the Pact between signatories;
- Ensuring that each region possesses an active representative in the Chamber;
- Appointing Chairpersons authorised to oversee votes in the Chamber; and
- Chairing the Seedlings Program.
- The President will be elected from a signatory region by the Chamber, pursuant to Article 9.
Article 3
- The Vice President of the Sunrise Pact is the second Executive Officer, and is subordinate to the President and Chamber.
- The Vice President is tasked with the following:
- Leading the pact-wide cultural division;
- Pursuing efforts designated to them by the President; and
- Pursuing efforts designated to them by the Chamber.
- In situations where the position of President is vacant, or where the President themself declares a period of incapacitation, the Vice President is to assume all Presidential duties until this ceases to be the case.
Article 4
- The Chamber of the Sunrise Pact is the legislative organ of the Pact. It is tasked with:
- Issuing binding recommendations for signatory World Assembly Delegates;
- Deliberating and voting on General Assembly voting recommendations;
- Deliberating and voting on the admission of new signatories to the Pact;
- Deliberating and voting on the removal of signatories from the Pact;
- Electing the President and Vice President through a majority-rule voting policy; and
- Passing legislation relevant to Pact-wide policy.
- Each signatory will appoint one representative to the Chamber. This representative will be selected through a method determined by the signatory, and will be their primary advocate in the Pact.
- Any member of a signatory may motion to recall the President, the Vice President, or any member of the Council of Elders.
- A recall motion which is seconded by a representative shall be voted on for a period of 72 hours by the Chamber, during which each representative may vote either Aye or Nay.
- If a motion to recall an official receives the support of a majority of voting representatives, the motion is passed and the person subject to the motion is to resign from their position.
- A motion filed by a representative directly need not be seconded by any other representative to be brought to vote.
- Recall motions are to be overseen by the President, Vice President, Council of Elders, or any Chairperson. No individual may participate in overseeing a motion for their own recall.
- Legislation regarding the Pact, including amendments to this charter, shall follow the same process as a recall motion under Section 3 of this article, and are to be overseen by the President, Vice-President, Council of Elders, or any Chairperson. Legislation outside of this charter may not create binding obligations upon signatory regions; nor may legislation contradict this charter except in the form of explicit amendments thereto.
Article 5
- The Council of Elders is the advisory board to the Chamber and Executive Officers.
- The Council of Elders shall maintain exactly three (3) members, and is inaugurally composed of Adkissa, Cessarea, and the Ice States.
- Members of the Council of Elders are to be selected by the Chamber, and will serve indefinite terms exempting situations where the Chamber recalls a member of the Council, or that member resigns.
- The Council of Elders is tasked with overseeing legislative activities of the Chamber, advising the President and Vice President in executive operations, and assisting the President in leading the Seedlings Program.
- In situations where both the President and Vice President positions are vacant, or if the individuals serving in those capacities have both declared a period of incapacitation, the Council of Elders is to assume all Presidential and Vice Presidential duties until this ceases to be the case.
Title 2: Policy
Article 6
- Any member of a signatory may file a motion for the Pact to support or oppose a fully drafted or submitted General Assembly proposal. If such a motion is seconded by a representative, the motion shall be voted on for 48 hours.
- The person overseeing a vote may, at their discretion, reduce the voting period if the motion is of such urgency as to require the same. However, a voting period reduced in this manner must provide a reasonable opportunity for all representatives to cast a vote.
- A new General Assembly author may file a motion to support any fully drafted or submitted proposal of which they are the primary author, regardless of whether that author is a member of a signatory. Such motions shall be promptly brought to vote among representatives, and need not be seconded by any representative to be brought to vote.
- A motion filed by a representative directly does not need to be seconded by any other representative to be brought to vote.
- Representatives may vote either Aye or Nay on any motion to support or oppose a proposal.
- If a motion to support or oppose a proposal receives the support of a plurality of voting representatives, the motion is passed and therefore binding on all signatories.
- If a motion has a voting period of fewer than 48 hours, then the motion shall not be considered passed unless it receives support from a majority of all representatives to the Pact.
- The President or Vice President may, at their discretion, publish a recommendation justifying a passed motion to support or oppose a proposal.
- Votes on motions to support or oppose proposals are to be overseen by the President, Vice President, Council of Elders, or any Chairperson.
Article 7
- Subject to Section 2 and 3 of this article, World Assembly Delegates of signatory regions must vote for any resolution which the Pact has voted to support, and against any resolution which the Pact has voted to oppose.
- If a signatory region chooses to exercise its rights under this section with regards to a particular proposal, they are required to notify the Chamber before a motion for a binding vote on that proposal is passed.
- Signatory regions reserve the right to abstain from voting on a proposal supported by the Pact, if the proposal is a repeal of a resolution authored by one of their past or current citizens.
- A signatory region which publicly declares a policy of constitutional neutrality may abstain from voting on a proposal supported or opposed by the Pact. A region waives this right if it casts a vote for or against the relevant motion.
- A signatory region may vote contrary to a Pact recommendation if that region is obligated to do so by a treaty or other interregional agreement entered prior to that region joining the Pact. A region intending to exercise this right shall have its vote nullified for that recommendation's vote.
- If a signatory region refuses to follow a binding recommendation and is not authorised to do so under Section 2 of this article, the President shall be responsible for enforcing any penalties against that region, up to and including suspension of membership.
Article 8
- Any region may apply to the Pact, provided that region has no conflicting obligations towards other regions at the time of applying.
- An application which is seconded by the President is passed if it receives support from a majority of all representatives after a voting period of 72 hours.
- The process of admitting a new member region is to be overseen by the President themself.
- Any region may apply for a 'Special Observer Status'. This status will be granted by the Chamber through processes outlined in Article 8(2) and 8(3).
- Regions possessing a Special Observer Status will be granted a non-member seat in the Chamber, allowing the region to participate in any discussions within the Chamber, except for elections, casting votes, and any discussion that is also classified to signatory citizens, as well as the ability to participate in the Seedlings Program.
- A region holding the Special Observer Status may have it revoked through a 2/3rds supermajority vote by the Chamber.
Article 9
- The Chamber is to elect a President and Vice President of the Sunrise Pact through a majority-rule voting process.
- For one to run for President or Vice President of the Sunrise Pact, they must:
- Possess citizenship in one of the signatory regions;
- Provide a primary nation no less than one year old;
- Possess documented World Assembly membership;
- Not be the Head of State or Head of Government of another region; and
- Not be a member of the Council of Elders.
- Presidential and Vice Presidential elections are to commence on April 1st and October 1st of each year, and shall last for a period of ten days, consisting of three (3) days for campaigning, two (2) days for discussion, three (3) days for voting, and two (2) days for finalisation of election results. These elections will be overseen by the Council of Elders or Chairpersons, and shall use instant runoff voting only.
- If gridlock is struck, the Council of Elders is to submit a collective tie-breaking vote for President and Vice President.
- Presidential and Vice Presidential candidates must run on separate tickets, though they are allowed to draft policy together.
- No person may participate in overseeing an election in which they are a candidate.
Article 10
- If the position of either President or Vice President is vacant, elections for the position shall commence as soon as possible, following the same process as regular elections for that position as per Article 8.
- If a position on the Council of Elders is vacant, elections for the position shall commence as soon as possible, following the same process as regular elections for the President or Vice President as per Article 8.
Article 11
- Signatories reserve the right to withdraw from this Sunrise Pact. In such a case where it is to become true, the following need be presented:
- Notice of intention to withdraw a minimum of 24 hours prior to total shuttering of membership; and
- Communication with the President regarding reasoning for leaving.
- Any member region may leave the Pact voluntarily for any reason without any action being levied against them.
- Member regions may be involuntarily and indefinitely suspended from the Pact by a vote motioned by a representative and supported by two more, requiring a majority of all representatives to pass after a voting period of 72 hours.
Article 12
- This charter is to take force from 13 April 2025 for any region which signs prior to that date, and from a region’s admission to the Pact for any region which signs after that date.
- For this charter to be amended, the body proposing amendment must hold a 2/3rds supermajority in favor. After such, the amendment will be sent to the other, who must vote in the affirmative for said amendment to enter into effect.
