[DRAFT] Repeal: Promotion Of Bee-Keeping

I'm back on this again. I still firmly believe GAR #224 is no longer needed in light of subsequent resolutions of the General Assembly.

Below is a rough draft based on the previous submission I made, removing language that was declared illegal during the previous attempt. This will be modified, but looking for input / thoughts.
Repeal: Promotion Of Bee-Keeping

Category: Repeal | Resolution: GAR #224

General Assembly Resolution #224 “Promotion of Bee-Keeping” (Category: Free Trade; Strength: Mild) shall be repealed.

The World Assembly

Recognizing the importance that pollinating species play for the flora of individual member states;

Believing that specific provisions within GAR #224 hinder natural processes, allowing the forced relocation of species that may be contrary to a species normal migratory patterns and behaviors;

Mildly entertained by the acronym carefully embedded into General Assembly Resolution (GAR) #224;

Noting that bee populations are endangered in certain member state;

Acknowledging that GAR #403 (Trade Of Endangered Organisms) establishes regulations on the international sale or transport of endangered species populations, including bees;

Further acknowledging that subsequent GARs such as #531 (Trade and Tariffs Convention) provide a framework for trade of non-endangered bees between member states;

Realizing that GAR #465 (Preventing Species Extinction) charges member states and the WA Endangered Species Committee with establishing conservation plans which likely includes much of the beekeeping protections intended to enhance endangered bee populations;

Considering that broader legislation provides a sufficient legislative framework to achieve the aims as GAR #224, and its removal will remove potential parallel processes, protect natural processes, and simplify the overall regulatory system;

The World Assembly hereby repeals "Promotion of Bee-Keeping".

As Norde Lot hastily scans the proposal in front of him, he furrows his brow. Reaching into an overstuffed satchel he has with him, he begins going through papers frantically. Just when it becomes obvious that he has no sort of organization system, he lets out a sigh of relief and pulls out an additional paper. Nearby onlookers may be able to see that this new paper is the target, which he had somehow not gotten a copy from at the front of the room. After a few minutes of cross-referencing, he eventually goes to speak to the delegate from Namwenia.

"There must be some sort of translation error, otherwise I fear your entire repeal is based on the faulty premise that bees are an endangered species in many member-nations. In Bisofeyr, bees are plentiful to the extent that we have their honey with most every meal! I can't speak for other nations, but I can't imagine nations would allow such a majestic insect to reach the point of being considered endangered, much less near extinction, so I am a bit confused as to the actual intent of this proposal to repeal."

An aide, who was originally a beggar outside the premises of the World Assembly Headquarters whom Lot had met and offered a job quickly hurries up to Lot, and whispers something imperceptibly into his ear. Lot's face whitens, and he continues, "I've just been informed that many nations do, indeed undervalue their bees and other pollinating species. As such, I must oppose this repeal and lightly suggest this Assembly to adopt stronger protections of bees."

As he walks away, shaking his head, he mutters to himself: "These heathens..."
