The World Assembly,
Believing that international access to a center for information is crucial,
Recognizing that physical access and proper preservation of material are important for research, yet
Finding that GA #397 World Assembly Central Library Compact contains discrepancies that create loose definitions, unnecessary spending, and loopholes as:Hoping to implement measures that reinstate a physical access point for information while addressing these concerns in the future,
- The fact that "all donors retain cultural ownership of all written works donated to the WACLC" fails to consider the possibility that a donor entity no longer exists, or that there are multiple competing claims to a work,
- The preservation and acquisition of non-written works (such as audio material, murals, statues, records, maps, and paintings) is not considered, therefore allowing potentially important cultural artifacts to be ignored,
- A vague mandate for the WACLC to "maintai[n] the circulation of important written works among nations", making the scope of what the WACLC may do unclear, while remaining ambiguous on what works are circulated (ie, those of individual member nations or merely that in the WACLC), what kind of circulation this refers to, and whether this requires efforts to actively promote circulation of these works or merely to maintain the status quo,
- The term “works”, used throughout the resolution is undefined, leading to questions as to what is and is not a “work” and therefore can be placed inside the library;
Repeals GA 397 “World Assembly Central Library Compact”.
