Intent
My intentions with this proposal is to recognize the important and profound role(s) music has had for our advancement as a species.

World Assembly
General Assembly

Acknowledging the universal significance of music as a cultural, social, and emotional phenomenon throughout history. I come to you this day to ensure that the value of music gets its deserved full recognition.

With this proposal, you as the member nation must recognize;
    Evolution: Music has evolved alongside human civilizations, not just as enjoyment, but used for expression, communication, and formation and unity of cultures and ethnic groups.
    Diversity: Music reflects the rich and unique tapestry and organization of human cultures, traditions, and languages, it offers a platform for preservation and celebration of cultural heritage.
    Social Cohesion: Music transcends the barriers of race, nationality, ethnicity, and religion, bringing groups together through shared experiences of joy, sorrow, and solidarity.
    Emotion: Music has profound effects on emotional and mental health, providing solace, catharsis, and inspiration in times of adversity and celebration.
    Educational value: Music education promotes cognitive development, creativity, and cross-cultural understanding, nurturing talent of future generations as well as fostering empathy and respect for other perspectives.

Its provisions are as stated:
1. To ensure, to promote, preserve, and celebrate the diverse music traditions within your respective society, this includes safeguarding its intangible heritage.
2. To research, document, and disseminate knowledge of the role(s) music has in human societies, this includes interdisciplinary studies on its cognitive, emotional, and social dimensions, to inform evidence-based policies and practices.
3. Encourage music the use of music as a tool for social inclusion, dialogue, and peacebuilding, supporting initiatives that harness its transformative power to address pressing global challenges and promote positive changes.
4. To support policies and programs that foster growth for your nations music industry, including initiatives to promote equitable access to resources, fair compensation for artist, and protection of intellectual property.
5. To integrate the aforementioned provision be implemented to your respective nations systems of education.

With this you recognize the profound impact that music has on human development. We call on you, with urgent need, the member states, to promote, recognize and celebrate the diverse expressions of musical creativity as a fundamental aspect of human culture and well-being.

Hereby Enacts the following measures to support the development and enjoyment of music within human populations:

Promotion of Musical Education: Encourage member states to prioritize the inclusion of comprehensive music education in school curricula at all levels, ensuring equitable access for all students.

Preservation of Cultural Heritage: Support initiatives aimed at safeguarding and revitalizing traditional and indigenous musical practices, including documentation, conservation, and transmission to future generations.

Fostering Artistic Exchange: Facilitate cross-cultural collaborations, exchanges, and residencies for musicians, composers, and performers to promote mutual understanding and appreciation of diverse musical traditions.

Investment in Music Infrastructure: Allocate resources for the development and maintenance of music infrastructure, including concert halls, recording studios, rehearsal spaces, and music libraries, to enhance access and participation.

Support for Music Industry: Implement policies to support the sustainability and growth of the music industry, including fair remuneration for artists, copyright protection, and access to funding and professional development opportunities.

Integration of Music in Development Agenda: Integrate music and cultural expression into broader development strategies, including poverty alleviation, social inclusion, and community empowerment, recognizing its potential to inspire positive change.

Urges member states to exchange best practices, research findings, and innovative approaches in the field of music development and promotion through regional and international cooperation mechanisms.

Requests the WA Secretariat to compile and disseminate information on successful music-related initiatives, resources, and funding opportunities to member states and relevant stakeholders on a regular basis.

Further Requests the WA Secretariat to convene periodic meetings, workshops, and conferences on topics related to music development and enjoyment, inviting experts, practitioners, and policymakers to share experiences and lessons learned.

Calls For the establishment of a dedicated fund within the WA budget to support music-related projects and initiatives, prioritizing efforts that promote cultural diversity, social inclusion, and sustainable development goals.

Urges member states to actively engage with their respective music communities and civil society organizations to ensure the effective implementation of this resolution and to report on progress and challenges encountered in their annual submissions to the WA Secretariat.

Encourages member states to celebrate International Music Day annually, showcasing the diversity and vibrancy of their musical heritage through concerts, festivals, workshops, and other cultural events, fostering dialogue and mutual respect among nations.

Invites member states to consider ratifying and implementing relevant international conventions and agreements pertaining to cultural diversity, artistic freedom, and the protection of cultural heritage, recognizing the integral role of music in advancing these principles.

Expresses its Hope that the provisions of this resolution will contribute to the promotion of music as a universal language of peace, solidarity, and human expression, fostering a more harmonious and interconnected world for present and future generations.

(OOC: First, I recommend putting the most recent draft in the first post. Otherwise, people will need to scroll in order to see it. My second piece of feedback, which is more general, is that each clause here has quite a nebulous area of effect. What does it mean to “support initiatives”, “harness the potential of music as a tool for social justice”, or “leverage digital technologies to broaden the access”? These are all great ideas, but there’s no concrete action associated with them. All of the clauses at the end, the ones with bold text, should be how the entire proposal is structured. That will mean that everything will naturally tend towards having a real impact.)

Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war.
