The World Assembly (WA),

Anxious that engaging in sexual activities with dead bodies bring substantial risks to those involved, such as risks to health and hygiene;

Alarmed by the consequences of such acts, especially for (1) WA states with less advanced health care facilities and (2) spread of diseases that affect one type of sapient species but not another;

At the same time, horrified by attempts to capture images of such acts;

Thus desiring a ban on such acts across all WA states; hereby:

1. Defines:
   
   1. "authority" to mean one or more competent authorities, whether at a local or national level, duly authorized on matters related to this resolution in a WA state, subject to that WA state's laws;
      
   2. "inhabitant" to mean a member of any sapient species physically in a WA state;
      
   3. "media" to mean any form of audio-visual communications that can be seen, heard, or received or comprehended by inhabitants, such as graphics, images, recordings, and videos, and, for this purpose, includes computer-generated graphics and videos;
      
   4. "necrophilia" to mean engaging in a sex act with any part (or all of) of the dead body of any species, excluding anything discharged or separated as a result of the usual biological process(es) of the said species;
      
   5. "sex act" to mean any activity of a sexual nature defined as such by a competent authority;
      
   6. "species" to mean any species and not necessarily sapient unless the term "sapient species" is used;
2. Requires each of the following to be made an offence in each WA state, subject to due process:
   
   1. Any inhabitants found to have willfully, and knowingly, engaged in necrophilia in a WA state;
      
   2. Any inhabitants found to have willfully, and knowingly, distributed media depicting necrophilia, except with the explicit prior authorization of an authority for a legitimate purpose and to such inhabitants that the said authority deems strictly necessary;
3. Clarifies that:
   
   1. The death of a participant during a sex act due to factors beyond the reasonable control of other participants in the said activity shall be deemed an absolute defense for the purpose of clause (2)(a), subject to extant WA resolutions and the laws of the relevant WA state;
      
   2. As the term "sex act" is to be interpreted by the relevant authorities, this definition may vary between jurisdictions and/or between different species;
      
   3. The relevant authority of the relevant WA state shall have jurisdiction and for adjudicating on any matters concerning this resolution, and for imposing any penalties, subject to due process.

I am using the term necrophilia to strictly mean "sexual intercourse with" a corpse as that term is explicitly defined in the resolution. The "usual" definition is not relevant here; the definition in the resolution takes precedence. (And OED allows "necrophilia" not to involve sexual gratification).

There's some issues with terminology which I cannot discuss here as it's considered an 18+ topic but that has been raised in Discord. (This forum is PG-13).

   4. The prohibition applies to any acts of necrophilia that takes place anywhere under the jurisdiction of a WA state.
3. Interpretation.
   
   1. The definition of a dead body excludes the death of a participant during a sex act, which shall be investigated in accordance with established procedures by coroners and/or law office officers of that WA state.
   2. The interpretation of this resolution (including definition of a "dead body", "sex act" or "sexual gratification"), and any penalties for offences in clause (2) is the responsibilities of the relevant authorities of that WA state, subject to due process and also subject to the legal, juridical or judicial processes of that state.

I know I'm not going to change anyone's mind on this, and I find necrophilia as icky as the next guy, but that is no basis for legislation. And come on, there is no reason to force the WA to keep dealing with this topic, any stranger with no idea what we do for fun would think we are a bunch of sickos!

Ok, but in all seriousness, a dead body having any dignity is just a value thunked into our monkey brains through thousands of years of cultural and religious practices. Having sex with a dead body is repulsive to me - I was raised in a society that discourages it, after all, but a dead body is really just an object. Not that I would have sex with a corpse, but I wouldn't eat pork either. I'm not going to try to ban pork from WA nations, because that's based on my cultural upbringing, and neither should we ban having sex with something that isn't alive just because most humans find it squeamish.

#691 doesn't actually legalise any cannibalism, the most it does is stop a WA ban; even so, what you describe seems to be a result of other resolutions such as #299 more than #691.

The majority of the people of United Umoja believe in a person's right to determine the fate of their body after death (subject to reasonable limitations meant to protect other people from harm). That includes consenting to have their remains used as a sexual object, if they so choose, as long as proper hygienical measures are undertaken.

We also generally refrain from punishing our citizens for so-called "victimless crimes". We believe that moral norms should only exist to protect currently living people and their possessions from harm and oppose the introduction of arbitrary norms (or, worse even, laws) that go beyond that.

As such, we strongly oppose this proposed legislation and we call on all other WA nations to prevent this unnecessary and religiously motivated overreach from happening.

We can just ASSUME that its banned everywhere, thats common sense laws. Not trying to accidentally break an NS rule but basically we can assume certain things are infact illegal in all member states without legislation required.

The entire resolution has also removed the definition of "necrophilia" altogether in favour of "sex act with a corpse". The title of the resolution is "don't have sex with a corpse" anyway.

Edits were, of course, done after the last submitted draft was yanked off the floor. So the title now says "necrophilia" and the text now says "necrophilia".

I have no particular rush to re-submit this.
