The World Assembly (WA),
Anxious that engaging in sexual activities with dead bodies bring substantial risks to those involved, such as risks to health and hygiene;
Alarmed by the consequences of such acts, especially for (1) WA states with less advanced health care facilities and (2) spread of diseases that affect one type of sapient species but not another;
At the same time, horrified by attempts to capture images of such acts;
Thus desiring a ban on such acts across all WA states; hereby:
- Defines:
- "authority" to mean one or more competent authorities, whether at a local or national level, duly authorized on matters related to this resolution in a WA state, subject to that WA state's laws;
- "inhabitant" to mean a member of any sapient species physically in a WA state;
- "media" to mean any form of audio-visual communications that can be seen, heard, or received or comprehended by inhabitants, such as graphics, images, recordings, and videos, and, for this purpose, includes computer-generated graphics and videos;
- "necrophilia" to mean engaging in a sex act with any part (or all of) of the dead body of any species, excluding anything discharged or separated as a result of the usual biological process(es) of the said species;
- "sex act" to mean any activity of a sexual nature defined as such by a competent authority;
- "species" to mean any species and not necessarily sapient unless the term "sapient species" is used;
- Requires each of the following to be made an offence in each WA state, subject to due process:
- Any inhabitants found to have willfully, and knowingly, engaged in necrophilia in a WA state;
- Any inhabitants found to have willfully, and knowingly, distributed media depicting necrophilia, except with the explicit prior authorization of an authority for a legitimate purpose and to such inhabitants that the said authority deems strictly necessary;
- Clarifies that:
- The death of a participant during a sex act due to factors beyond the reasonable control of other participants in the said activity shall be deemed an absolute defense for the purpose of clause (2)(a), subject to extant WA resolutions and the laws of the relevant WA state;
- As the term "sex act" is to be interpreted by the relevant authorities, this definition may vary between jurisdictions and/or between different species;
- The relevant authority of the relevant WA state shall have jurisdiction and for adjudicating on any matters concerning this resolution, and for imposing any penalties, subject to due process.

The Tigrisian delegation opposes the term "Necrophilia" as used in the definition, as Necrophilia is usually seen as the attraction to corpses, not an an act.
Please note that not all engagements in sexual acts with a dead body are related to Necrophilia. Other reasons to engage in such acts are for example the dishonouring the enemy's dead.
We recommend to use the term "desecration of a corpse" or abuse of a corpse.
Apart from that, we recommend to write sexual acts instead of sex acts.

The WA hereby enacts as follows:
- Definitions.
- "Authority" to mean one or more competent authorities, whether at a local or national level, duly authorized to enforce this resolution in a WA state;
- "Inhabitant" to mean a member of any sapient species physically in a WA state;
- "Necrophilia" to mean engaging in a sex act with the dead body of a sapient individual.
- Ban on necrophilia.
- Any sapient individual that willfully, and knowingly, engages in necrophilia commits an offence.
- Any sapient individual that dismembers a dead body for sexual gratification purposes commits an offence.
- Any sapient individual that abates, assists, or knowingly condones the acts stated in sub-clauses (2)(a) and (2)(b) commits an offence.
- The prohibition applies to any acts of necrophilia that takes place anywhere under the jurisdiction of a WA state.
- Interpretation.
- The definition of a dead body excludes the death of a participant during a sex act, which shall be investigated in accordance with established procedures by coroners and/or law office officers of that WA state.
- The interpretation of this resolution (including definition of a "dead body", "sex act" or "sexual gratification"), and any penalties for offences in clause (2) is the responsibilities of the relevant authorities of that WA state, subject to due process and also subject to the legal, juridical or judicial processes of that state.
