[DRAFT] Consumer Goods Safety Act

The World Assembly,

Noting that consumer goods play a significant role in the global economy;

Concerned that the lack of uniform safety standards and regulations for consumer goods can lead to confusion among consumers;

Further concerned that they pose risks to human health and safety if they are not properly designed, manufactured, labelled, or marketed;

Believing that it is essential to establish minimum safety standards and regulations for consumer goods to protect consumers;

Herby:

1. Defines:
    a. "Consumer Goods" as any product made for the public.
    b. "Minimum Safety Standards" as the standards established by the Consumer Goods Safety Authority (CGSA) for consumer goods.
    c. "A Risk To Human Health" as any potential harm or danger to the physical or mental well-being of consumers that could result from the use of a consumer good.

2. Establishes the Consumer Goods Safety Authority (CGSA) to develop and establish minimum safety standards for consumer goods sold in and exported from member states. The CGSA shall consult with member states to establish these standards.

3. Mandates all member states to:
    a. Collaborate with the CGSA to implement the minimum safety standards and to share information and best practices related to consumer goods safety,
    b. Provide consumers with information on how to identify and report any safety concerns or incidents related to consumer goods through channels such as email, phone hotlines, or online reporting forms,
    c. Provide the necessary financial and human resources, as well as appropriate funding, to implement the minimum safety standards established by the CGSA, including the establishment of appropriate testing, certification, and enforcement infrastructure,
    d. Work with the CGSA to develop programs and initiatives to educate consumers on consumer goods safety and to raise public awareness of the importance of purchasing safe and reliable consumer goods,
    e. Support research and innovation in consumer goods safety, including through funding of academic and industry research and development projects,
    f. Pass laws requiring that all consumer goods sold in and exported from their borders meet the minimum safety standards established by the CGSA,
    g. Ensure that manufacturers and distributors of consumer goods within their borders comply with the minimum safety standards established by the CGSA.

4. Authorizes the CGSA to:
    a. Conduct research and risk assessments to identify potential hazards associated with consumer goods and to establish or revise minimum safety standards as necessary,
    b. Provide guidance to member states and manufacturers on how to comply with the minimum safety standards established by the CGSA,
    c. Develop testing and certification requirements for certain products, and establish procedures for verifying compliance with these requirements,
    d. Establish labelling and packaging requirements for certain products to ensure that consumers can easily identify and use them safely,
    e. Regulate the use of certain materials or manufacturing processes that could be harmful to human health or the environment,
    f. Establish reporting and corrective action requirements for manufacturers and importers of consumer goods, including requirements to report any incidents or defects that could pose a risk to consumers and to take prompt action to address those risks,
    g. take action against member states that do not comply with the minimum safety standards and regulations,including:
      I. issuing warnings to member states and manufacturers ,
      II. tariffs, bans and restrictions on the import and export of consumer good,
      III. initiate a product recall for non-compliant products that pose a significant risk to human health and safety.

5. Requires the CGSA to:
    a. Publish the minimum safety standards on its website or in other public forums.
    b. Conduct periodic reviews and updates of the minimum safety standards as necessary to reflect new information, emerging risks, and advances in technology and scientific knowledge.
    c. Provide annual reports to the World Assembly on the effectiveness of the minimum safety standards.

This is my take on consumer goods regulations, please provide feedback so I can change the proposal accordingly.

OOC: So you make a committee and a create a lot of bureaucratic faff for nations to do in regards to the committee, but any actual safety guidelines are "invisible" because the committee writes them.

And also there's stuff like "mandates that nations pass laws requiring" (3.f.) - you could just write "requires" followed by the action. WA law trumps national law, so you'd be actually creating less robust legislation with your wording.

I'd suggest scrapping the first draft and actually writing the safety guidelines yourself. Right now you seem to be creating a lot of fuss with very little content.
