I suggest that your Excellency use one or the other. Second, the final, sixth clause ought to read as ‘… or engaging in armed conflict…’, in place of ‘… or to engage in armed conflict…’, for the sake of grammatical agreement.

More pressingly, there has been a change of régime in Kenmoria since feedback was last given. Ambassador Lewitt was representing, on an informal basis, the Democratic Kingdom of Kenmoria. I, conversely, represent the People’s Republic of Kenmoria. As a result, it is relevant for me to state the Kenmorian position on different pieces of legislation, where they have changed. My substantive feedback is hence less oppository, and I am less inclined to oppose this. However, the fourth clause seems overly narrow. I suggest that it should be broadened to, rather than merely escorts, include all sorts of security-based services, where requested by member-nations.”

Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. question: wouldn't providing security to member states who ask for it technically be providing military aid?

"No, armed security forces would exist purely for security purposes. They are prohibited to be involved in any armed conflict or to serve in a military/police-like capacity. If you believe that is unclear from how the proposal is written and have specific suggestions on language to make that clearer, please let us know.

Other question I have: the broad definition of human crisis is natural disaster or war damages. If the world assembly were to establish armed security to protect/assist in efforts of humanitarian aid, would it be considered military activity if a war caused the crisis?

"I would argue no. The cause of humanitarian efforts is irrelevant and per the limitations laid out in the proposal the WA security force would purely exist to assist in those efforts, not be involved in any actual combat situations."

third question of mine: if a war threatens international work of the world assembly, what response can be reasonably given without the use of military/police? I understand the use of armed security, but should a nation choose to attack international world assembly buildings, what will be done aside from defending said buildings?

"The security force can defend WA owned properties from assailants. If it is clear that a WA facility is unsafe in a specific member state, said security force can work to help WA personnel escape in this very specific scenario."

Completely opposed, I don't really care what it says. But 'slash military spending' has already got me infuriated. Why are our defence forces being punished for 'neutrality'?

The Republic of Kaprein, while it supports the sentiment of the resolution, is unable to vote for it due to its content.

Kaprein will not vote to disarm any part of its military, regardless of how the resolution is titled (this is a resolution for global disarmament).

Article 2 will seriously harm the WA - how can the World Assembly implement rules affecting combat if it must remain neutral? What would prevent a nation from starting a conflict to the force the WA into becoming neutral on an issue?

Generally, Nation States stats are canon unless otherwise stated.

Kaprein's military, in comparison to a real life military, would be strong enough to defeat a combination of NATO as well as Earth's other large militaries. I don't think it'd win a fight if it faced every military on Earth combined (if it got to land combat, and WMDs weren't involved). If the combat was kept to naval and air fighting, Kaprein would be able to win if it kept to the defensive.

Kaprein's economy is significantly larger and stronger than any economy on Earth.

We have the opposite view, successive WA resolutions have forced up military expenditures for us! This is hardly a slash, more like a barely noticeable tiny cut. Also, you're free to increase sovereign, statist, bureaucracy protecting military spending if you so wish.

Alafia Odusanya, Representative of the Free City of Nova Universo to the General Assembly: The Free City, in behalf of the Union and its member states, votes FOR the proposal 'Protecting World Assembly Neutrality" and encourages its fellow members to vote likewise. This proposal reinforces the neutrality and impartiality that the World Assembly must always exercise.

It is lamentable that the World Assembly, despite its remit as a neutral venue of international political consensus, is becoming partisan to the benefit of the favoured few in power. Despite repeals which were meant to transform this body into a more accountable and democratic body, we still have these cabals of self-serving entities in high offices, working for their own self-interests to the detriment of everyone else. If we are to give them the ability to obliterate nations and regions under this pretext of enforcing their definitions of peace, security, the common good or whatever concept du jour they are pushing, we might as well hand over our nations to them.

This proposal is a small but vital bulwark against the ever-increasing power which the World Assembly wields. This will protect small regions against the ravages of giant powers which have no accountabilty whatsoever. These regions, under the guise of intra-regional legitimacy and inter-regional popularity, enact policies which erode multilaterality and neutrality. If one needs evidence of my claims, one needs to see how regions and nations vote, as illustrated here. As we can see, these giant regions who benefit from WA imperialism are voting against this resolution. We know that these regions wielding outsized influence in this body, the big fishes in the small pond which is the Assembly, impede the rapid changes which will make them subject to the peoples' will, under the guise of protecting peace, which is arguably non-existent in the Universe.

If these regions are so afraid of this proposal as to require their national representatives to vote according to their regional delegates' will, it is a sign that this must be passed. This proposal will stop the World Assembly from becoming a pawn of these imperialistic regions who believe that their voice alone matters. This will impede efforts of concentrating state powers to a corrupt body that is manipulated by a few which pursue their selfish interests. This will make WA military incursions into state actions illegal. This will be a small step towards making the World Assembly a neutral arena where everyone's voice matters.
