We stand here today with a shared concern: the pollution of our natural bodies of water. Industrial waste and other forms of pollution are threatening the health of our aquatic ecosystems, and we must act now to protect them.

We cannot ignore the harm that pollution causes to the life within these ecosystems. Imbalances caused by pollution can destroy these ecosystems, and we must do everything in our power to prevent this from happening.

It is clear that protecting our aquatic ecosystems and reducing, eliminating, and cleaning up pollution is the most effective way to safeguard them for future generations. That is why I am pleased to announce that the World Assembly hereby declares that all nations with aquatic ecosystems shall:

1. Implement regulations to reduce and eventually eliminate aquatic pollution without compromising other ecosystems, and
2. Fund the cleanup of waste within their aquatic ecosystems to the extent that it is possible to clean up the pollution.

Let us work together to protect our aquatic ecosystems and ensure that they remain healthy and thriving for years to come. Thank you.

Although aquatic pollution is definitely a legitimate topic on which the GA can legislate, the way that this is written isn’t quite how things are done. For example, proposals are written from the perspective of the GA, so the first-person pronoun: “I”, is not used. Having a look at the rules might therefore also be helpful. Additionally, you should post any drafts that you have in a new thread, rather than doing so in someone else’s.)

Clear that most nations who voted for did it because it promised environmental cleanup but didn't see how ineffective the overall proposal was.
