I want to quickly ask: anyone really consider this to impede their Role-Plays? I mean we have resolutions on nuclear weapons and planes and various kinds of modern medicine etc, so I assume the RP folks can ignore this as well right?
All posts OOC. (He/him). I don't speak for TNP. IC the "white bear" (it) is for jokes only.

Trevanyika can be seen at the back of the room operating a paper cutter on big sheets of brand-new cardstock, turning them into smaller sheets of cardstock.

The relative chaos of the debate floor is heightened as one by one a flurry of paper airplanes is launched from behind the Philimbesian desk. Each contains one word. After considerable time, the message is pieced together as best as can be expected.

We rise today to cast our vote against the resolution as we consider it yet another micromanaging overstep of this body's authority. Also, we would like to let this august body know that we are launching a formal investigation to determine which of you uncultured swine stole the second coin we use to determine our nation's opinions on the tremendously important matters of the Security Council. Also, who took my Lagavillin bottle, my chair, and my glasses for that matter? I can't see anything. Hiding is futile. Manuel has watched quite a few police dramas and is reasonably certain that he did not misplace the coin or use it for any other purpose. I'm not sure if I believe him, but one can never tell. If he starts to beg you to take him and allow him to escape his service to me, he's lying about most things he's said I've done. Unless they are totally amazing, or slightly cool, in that case, I did them completely.

“I recommend a vote in favour of this proposal.” James Lewitt begins handing out paper copies of his full recommendation on the resolution-at-vote. He briefly pauses, looking at the paper for a moment, then back at the clauses of the proposal. “As you can see, paper is wasted very frequently in the General Assembly, to the detriment of the environment. This proposal is effectively internal, consisting of self-regulation, to prevent ambassadors from printing off too many copies of one opinion, for example.” He briefly looks about to complete another sentence, before clearly deciding better of it.

Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Read the factbook here for more information; perhaps, I will eventually finish it.

Noa Ohana looked up from his seat having read the proposal and tilted his head slightly. An eyebrow raised. He held the paper up again and scanned it once more. He sighed and dropped the paper back on his desk.

"All the problems there are and this is what the GA is dealing with," he mumbled to himself as he signified the nation's OPPOSITION to the motion at hand. He didn't bother with the yadda yadda yadda parts. Considering all the wasted oxygen in the building after this proposal was written, he wanted to conserve as much as he could.

We are happy to SUPPORT and VOTE FOR this solid environmental protection proposal. If it does not pass this go round we hope the authoring delegation will consider amending some of the language in accordance with the input from the opposition voters and try again. Reducing paper use is a worthwhile environmental goal in the modern era. This is a very good subject for an international resolution; the language may just be a bit too aspirational and impractical for some.

The Community of Lakeside Valley votes FOR

While our experts also love paper air planes, they still found this to be a no brainer. If a document can be converted into a digital file, there are multiple benefits. Office workers can search for individual words and highlight sections without permanently changing the document. The document can be sent across the globe, and even to space, in seconds. The document can be copied millions of times, with almost no cost. All of these benefits combined with the fact that overuse of paper is bad for our beautiful earth, makes it extremely obvious we should all vote FOR. Besides, I don't believe the resolution bans paper airplanes.

We urge all member states to vote FOR. If any governments are voting against because they do not have access to the appropriate technology, we would be willing to assist. The overuse of paper is awful for the environment, and the fact so many states are voting against this resolution, with no obvious downside, is concerning. In order to protect the future of this planet, along with modernize how our governments operate, we urge all member states to vote FOR.

Nigel folds up a paper airplane and tosses it at the delegation from Lakeside Valley. When they look back at him, Nigel shrugs and looks around.

The robotic delegation to the WA tries to print an official opinion, only to realize that not only is the General Assembly’s printer hopelessly out of date, none of them had the correct drivers to interface with it. After downloading new drivers, having to recalibrate the printer (the printlines were getting faded as you went down the page), and eventually having to replace the cyan ink cartridge even though they only wanted to print and black and white document, the final opinion reads as follows:

The Paperless Office© is both inevitable and preferable, for the sake of all beings, please discontinue the use of paper in the World Assembly.

The rest is unreadable, as the printer jammed and tore up the rest of the page.

We abstain, disrespectfully. We have nothing against the digitization of records as such, but the real solution to the problem lamented about in the proposal would be better addressed by this disreputable Worthless Association meddling less.

Love the intent here, but it is a grammatical nightmare. If you use bullet points (or letters, or numbers), then you start each one with the same part of speech (noun, verb, etc.) This is written as one long unending sentence with random letter thrown in to break it up, and is just very grating to read. Sorry, but it's a "no" until it's cleaned up.
