World Assembly Paper Reduction Act
A resolution to increase the quality of the world's environment, at the expense of industry.
Category: Environmental Industry Affected: Logging Proposed by: Heavens Reach

Whereas there are currently no policies governing the use of paper in the day-to-day functions of the World Assembly,

Recognizing that, in the absence of sensible guidelines and appropriate constraints, organizations are prone to the overuse of paper and other temporary receptacles of information,

Noting that the creation of paper products requires a large amount of land and water use, as well as a large energy investment for both manufacturing and subsequent reforestation efforts,

Highlighting that even recyclable paper waste has a limited number of reiterations before it ultimately contributes to landfill use and carbon emissions at the end of its useful lifespan,

Arguing that there are peripheral benefits to using digital alternatives to paper, such as improved organization and accessibility, and

Resolving that the World Assembly take advantage of these benefits and cease its contribution to environmental detriments through unscrupulous paper consumption,

  1. Mandates that all World Assembly affairs be conducted with the minimum necessary amount of paper consumption to fulfill all of its duties and obligations, and implements the following policies:
    1. All World Assembly archives are to be permanently digitized, with the exception of those archives which are classified by resolution or for the continued security of the World Assembly or its members.
      1. Any original documents necessary to the function or posterity of World Assembly affairs will continue to be retained in physical form, as well as any subsequent documents of this kind.
        1. Subject to the limits of physical storage space and security.
        2. Including newly created physical documents necessary to the security and function of the World Assembly or its posterity, such as ballots cast vis-à-vis World Assembly votes.
      2. Any copies of these documents required for the function of the World Assembly will be distributed from this digitized archive in digital form.
        1. Unless, in the situation where the receiving party lacks the necessary technology to access or retain this digitized copy, and this technology cannot be provided, or
        2. To do so would seriously compromise the integrity, mission, or security of the World Assembly.
      3. Access to these records will otherwise comply with all extant and subsequent resolutions about its distribution and security, including, but not limited to, physical security.
    2. All World Assembly correspondences that are not conducted orally or otherwise in-person are to be conducted digitally or telephonically.
      1. Complying with all extant and subsequent resolutions about the retention of correspondences.
      2. Further archiving all correspondences required for the function and posterity of World Assembly affairs.
      3. Unless, in the situation where the receiving party lacks the necessary technology to access or retain this digitized or telephonic correspondence, and this technology cannot be provided, or
      4. The cost of doing so would be grossly and prohibitively excessive relative to the legal and practicable alternatives to be implemented in their stead, or
      5. To do so would seriously compromise the integrity, mission, or security of the World Assembly.
    3. Requires that, where it can reduce particularly high paper use traffick, tablets or similar digital devices be used instead of paper.
      1. Unless, in the situation where the cost of doing so would be grossly and prohibitively excessive relative to the legal and practicable alternatives to be implemented in their stead, or
      2. To do so would seriously compromise the integrity, mission, or security of the World Assembly.
  2. Promotes the use of digital devices and innovative solutions over paper products wherever possible in the execution of the World Assembly's duties.
    1. Except where the social and environmental costs of doing so (e.g. in the one-for-one exchange of single-use paper products for plastic) would be equivalent to or worse than not doing so.
  3. Encourages member nations to likewise reduce paper use in their dealings with the World Assembly in the spirit of the above mandates and exceptions.

OOC: This started out as a joke, but then took on a life of its own. I figured, with so many people tired of the WA regulating their nation, why not give them a chance to regulate the WA back for a change ;)

If this is a serious resolution, probably two areas of concern:

1. What about data security?

2. What happens to all the RP folks that ban computers etc? Or are somehow still in medieval era or steampunk etc?

"The biodegradability of material is not the only thing to consider when judging materials. The harvesting and production are also worth taking into consideration, and in this aspect, paper often falls flat. Not every nation practices sustainable forestry. Many nations rather take little or no consideration for the environment when cutting down large swathes of forests and raping the land for their own profit - as happened to Heidgaudr during the Alorn Incursion some decades ago (and which we are still recovering from).

"And even for our office which uses paper made from 30% recycled and 70% new paper from environmentally-friendly sustainable logging & pulping initiatives, unnecessary paper is still a waste - if not for the environmental impact, then for the inconveniences it causes."

You're completely ignoring about 95% of the issue with paper waste (the least impactful outcome of which is landfill). And, yes, we know it's biodegradable. See where we pointed out that it eventually biodegrades into carbon dioxide (and, by implication, water):

Highlighting that even recyclable paper waste has a limited number of reiterations before it ultimately contributes to landfill use and carbon emissions at the end of its useful lifespan, and

OOC: Just pointing out that trees are not the only source of cellulose for paper and are in fact a terrible source for cellulose because they also contain lignin (however that's spelled in English), because that is a common misconception. Trees are used in RL because wood is easy to acquire in the quantities necessary.

Also, just checking that this would apply only to WA-related stuff, not nations' internal bureaucracy, yes? There's a resolution (unless it was repealed recently) about making all passed WA law available to people of WA nations ASAP, so if the most efficient way to do that is via newspapers (in a given WA nation), then it shouldn't be banned at least.

Isn't that exactly what this proposal is trying to accomplish? We're the WA so we're deciding how it's going to be run.

There are massive practical benefits to going paperless. Most, if not all, state courts in the US have gone paperless, for example.

OOC: this is a bit of a difficult question to answer, but I think the important issue is that, unlike digital solutions, it's not very practical.

Outside of the encouragement clause, this applies strictly to the WA.

We're also happy to hear that it's not repealed, but aren't sure how that affects this proposal, since there is no duplication or contradiction

Do you feel that B. iii. doesn't adequately cover exceptions?

Backing up just for a second: in reply to your original feedback, it is worth noting that digital forms of communication are completely acceptable alternatives to telephonic correspondence under the proposal as written, since either one reduces the use of paper.

But considering the topic at hand: we believe that, if nothing else, forcing WA offices in member nations to close because of insurmountable logistical obstacles to fulfilling the mandates of this proposal would constitute a serious compromise to the mission of the WA. We'd also argue that the integrity and security of the WA broadly cover exceptions where using digital correspondences would subject the WA to long-term legal and logistical problems (e.g. when not using paper creates a significant threat of important information being lost, damaged, or destroyed relative to its use.) Thoughts?
