Without the repeal of GAR#17 no WA resolution or committee can directly set tax policies in a member nation.

Actually, that's not quite correct. GAR#17 bars the WA from interfering with member nation's "domestic" taxation, but tariffs & such on external trade are not "domestic" and therefore they can be affected by GA Resolutions. There are existing resolutions, ruled as legal, that do this...
