Then... there's no incentive? WA legislation will never cater to every possibility. That's normal and shouldn't be a roadblock.

I'd like to one-up my line of questioning from the first reply: why should WAGO benefits only be offered to member states in compliance, rather than any willing member state? What is so special about what the WAGO does that it should not serve non-compliant states? What harm would be done to WAGO by allowing it to serve non-compliant states? Why would allowing non-compliant states to take part in WAGO constitute so much of a propaganda victory for them that it simply must not be allowed? (And, once again, note that committees are under no obligation to deny service to non-compliant members, even though many resolutions enforce such obligations on other member governments.)
